Police to Permanently Exclude Senior Officers Guilty of Serious Misconduct from Key Posts

[Financial News] The police are pursuing a plan to permanently bar senior officers who receive severe disciplinary action for investigative misconduct, accepting money or sexual misconduct from key posts, including station chiefs and positions in investigative and inspection departments.
The Korean National Police Agency said on the 16th that it would pursue an implementation plan to exclude individuals responsible for serious misconduct from key posts, in an effort to strengthen integrity and fairness within the police organization.
The measure applies to ranks from Senior Superintendent, who holds command authority, to Chief Superintendent General. In particular, officers at the Superintendent General level or above who receive severe disciplinary action for serious misconduct will, in principle, be excluded from recommendations for key posts.
The misconduct covered includes violations related to investigative duties, accepting money or entertainment, sexual misconduct, drunk driving and abuse of power—acts that undermine legal compliance and morality. Officers who receive severe disciplinary action for such serious misconduct will be permanently barred from appointments to key posts that require especially high standards of fairness and integrity, including station chief positions, investigative departments, and hearing, audit and human rights departments.
However, the measure will apply only to disciplinary actions imposed after its implementation. Disciplinary records from before the measure takes effect will not automatically restrict appointments to key posts; instead, they will be used as reference material in future personnel decisions.
