[Financial News] Lee Ki-jung, President of the Korean Council for University Education, has issued an official apology regarding the fact that some applicants were unable to complete their applications for the 2027 academic year's early admissions due to system failures. The Council plans to establish separate relief procedures in consultation with universities for applicants confirmed to have experienced system failures, and will also work with the Ministry of Education to overhaul the entire application system.
Chairman Lee stated on the 14th at the main conference room of the Korean Council for University Education in Seoul, "On behalf of the Korean Council for University Education, I offer my deepest apologies to examinees and parents for the confusion, inconvenience, and great concern caused by the computer system failure at Uway Apply, the application agency." Currently, the university application system is operated through a system where two private companies, Uway Apply and Jinhak Apply, act as agents by signing individual contracts with each university. However, a system failure at Uway Apply on the 11th prevented some examinees from completing their applications normally. As of now, the Ministry of Education estimates that up to 1,200 examinees have not completed their applications.
Chairman Lee stated, "I will make it my top priority to ensure that no examinee suffers unfair disadvantages due to this system failure."
The Korean Council for University Education is currently verifying the facts by receiving data from Uway Apply regarding the system failure. The policy is to provide relief to applicants who were unable to complete their application normally due to the failure, in consultation with the relevant universities based on objective facts and verifiable data.
However, it was decided to determine the scope and procedures for relief to ensure that equity with other examinees and the fairness of the college admissions process are not compromised during the relief process. Chairman Lee stated, "We will carefully monitor the process of establishing and implementing relief procedures to ensure that equity among examinees and the fairness of the college admissions process are not undermined."
Chairman Lee stated, "We will not view this incident merely as an individual system failure at a single application agency," adding, "We have decided to review not only the stable operation of the application system but also the entire response framework in the event of a failure." The plan is to consult with the Ministry of Education to improve the application system where institutional and structural improvements are needed, and to establish measures to prevent recurrence.
Chairman Lee stated, "College application submission is a very important procedure that directly affects students' advancement and future," adding, "We will responsibly resolve this situation to the very end so that students can proceed with the remaining college admission schedule without wavering."
Finally, he apologized again, saying, "I sincerely apologize for the inconvenience and concern caused by the recent application system failure."
