Yulchon LLC announced on the 14th that it has launched a center to proactively respond to rapidly changing national defense and security policies and changes in the overseas defense market, and to support the entire process from corporate business planning and response to policies and legislation to contracts, regulations, compliance, and dispute response.
Recently, the defense industry has seen its business structure become increasingly complex, extending beyond the simple export of weapon systems to include local production, international joint development, technology transfer, industrial cooperation, and local investment. Yulchon LLC combined its existing defense industry legal advisory capabilities with experts who handled policy and practical work at the Ministry of National Defense, the Defense Acquisition Program Administration (DAPA), the Presidential Office, the National Intelligence Service (NIS), the Ministry of Foreign Affairs (MOFA), and the Ministry of Trade and Industry.
Attorneys Song Kwang-seok and Cho Hee-tae serve as co-directors of the center. Attorney Song has advised domestic defense companies on entering overseas markets and on large-scale defense export projects. Based on his experience working at the Legal Affairs Division of the Defense Acquisition Program Administration (DAPA), Attorney Cho has handled matters in the fields of defense procurement contracts, defense costs, administrative sanctions, and defense regulations.
Moving beyond a reactive approach of responding after specific legal issues arise, the center focuses on analyzing domestic and international security and industrial policies as well as market environments from the early stages of business, and reviewing business opportunities and risks. Based on this foundation, the plan is to provide advisory services covering the entire business lifecycle, ranging from establishing business strategies to responding to contracts and regulations and ensuring compliance.
Consulting services related to export controls on defense and strategic materials, technology transfer and protection, and the protection of military secrets and defense technologies will also be strengthened. It plans to analyze supply chain cybersecurity standards required for entering overseas procurement markets and provide response strategies for key security requirements, such as the Cybersecurity Maturity Model Certification (CMMC) in the U.S. defense procurement market.
