Daegu Public Facilities Management Corporation’s New President: Former Seo-gu Deputy Head Seong Ung-gyeong Selected

【Financial News Daegu = Reporter Kim Jang-wook】Daegu Metropolitan City has nominated Seong Ung-gyeong, former deputy head of Seo-gu, as president of the Daegu Public Facilities Management Corporation, which will be responsible for citizens’ daily lives and safety on the front lines during the ninth popularly elected administration.
According to the city, the appointment process began in early July with the formation of the corporation’s executive recommendation committee, followed by an open recruitment process, document screening and interviews. After conducting a second round of recruitment to select a suitable candidate, the Daegu Public Facilities Management Corporation recommended two candidates for president to Daegu Metropolitan City.
Seong graduated from the Department of Genetic Engineering at Kyungpook National University (KNU) and earned a master’s degree in public policy from the KDI School of Public Policy and Management. After entering public service through the third Local Administration Examination in 1998, he held a range of key positions, including head of Daegu Metropolitan City’s Industrial Location Division, Economic Policy Division and Economic Planning Bureau; consul at the Consulate General of the Republic of Korea in Qingdao, Ministry of Foreign Affairs; acting head of the Citizens’ Safety Office; head of the Green Environment Bureau; deputy head of the Daegu Policy Research Institute; and deputy head of Suseong-gu and Seo-gu.
During more than 30 years in public service, he led key policies to strengthen the regional economy and industrial competitiveness, including the designation of Daegu’s first national industrial complex, approval of the Daegu Grand Park development project, industrial complex regeneration projects and programs to foster star companies.
In particular, while serving as head of the Green Environment Bureau, he pursued facility-performance improvement work and the installation of odor-control facilities to address the Sangni Food Waste Treatment Facility’s insufficient processing capacity, frequent breakdowns and odor problems, which had been repeatedly pointed out since the facility began operating.
He also directly addressed major environmental issues, including the reconstruction of Unit 1 at the Seongseo Incineration Plant, the transfer of landfill management operations to the Environmental Corporation, and plans to place the Seodaegu Sewage and Wastewater Treatment Facilities underground as an integrated facility. Through these efforts, he demonstrated his understanding of environmental facilities and his ability to respond on site.
A city official evaluated him as follows: "Based on his experience in environmental and safety-related work and his organizational management capabilities developed at basic local governments, Seong is the right person to safely manage and operate public facilities closely connected to citizens’ lives, including sewage, incineration and sanitation facilities, as well as sports, roads, transportation, parks and cultural facilities. Through responsible management and management innovation, he is also expected to significantly improve the quality of public services in ways citizens can feel."
Meanwhile, the city plans to appoint the nominee in early December after completing procedures including a review for disqualifying factors and a personnel confirmation hearing at the Daegu Metropolitan Council.
