[Exclusive] Man in His 40s Wanted by Police and With Five Prior Convictions, Including Rape, Arrested for Stalking; Arrest Warrant Rejected

[Financial News] A man in his 40s who was wanted by police was arrested in Busan after allegedly stalking a woman who was returning home from work in the early morning.
Busan Sasang Police Station said on the 11th that it had arrested and was investigating a man in his 40s, identified as Mr. A, on suspicion of violating the Act on the Punishment of Stalking Crimes and other offenses.
Mr. A is accused of stalking a woman in Sasang District on August 30, around midnight, as she returned home after work and following her to her residence.
According to police, Mr. A was hiding on the stairs of the victim's residence when officers responding to a report arrested him on the street.
A police investigation found that Mr. A had five prior convictions, including rape, and was also wanted by police. Police subsequently sought an arrest warrant after apprehending him, but the court rejected the request for reasons that were not disclosed.
Under the National Police Agency's Criminal Investigation Rules, wanted persons are divided into three grades: A, B and C. Grade A covers suspects for whom an arrest or detention warrant has been issued; Grade B covers people who have failed to pay fines or whose sentences have not been carried out; and Grade C covers people who have failed to comply with a request to appear before an investigative agency.
A police official said, "We have a duty to protect the victim, and since the investigation is ongoing, we cannot provide further details."
