Ministry of Intellectual Property pushes for merger of Korea Invention Promotion Association (KIPA) and Korea Intellectual Property Research Institute

[Financial News] The integration of government-affiliated intellectual property-related agencies is being aggressively pursued to maximize the efficiency of intellectual property policies and produce field-tailored business results.
The Ministry of Intellectual Property announced on the 11th that it has decided to merge the Korea Invention Promotion Association (KIPA) and the Korea Intellectual Property Research Institute into one entity to enhance synergy between intellectual property policy research functions and field implementation projects.
This consolidation measure was taken as a follow-up to the government's 'Plan for Functional Reform of Public Institutions.' In the field of intellectual property, there have been persistent calls for actual on-site needs to be promptly reflected in new policies and led to business improvements.
However, the dual structure of field implementation and policy research acted as an obstacle. While KIPA has implemented intellectual property policies centered on corporate support and local field operations, the Korea Intellectual Property Research Institute has exclusively handled research and analysis tasks to establish the theoretical foundation for policy formulation. This separation of planning and execution resulted in limitations, such as reduced applicability of policies in the field and restricted operational efficiency.
The Ministry of Intellectual Property plans to unify policy formulation and execution through the physical and functional integration of the two agencies. It is expected that this will significantly enhance on-site response capabilities for intellectual property policies, while also greatly improving the quality of policy services for the public and large corporations.
The Ministry of Intellectual Property plans to finalize the roadmap for institutional integration through close consultation with KIPA and the Korea Intellectual Property Research Institute, and proceed with follow-up procedures, such as amending relevant laws, without any setbacks.
Meanwhile, the predecessor of the Korea Intellectual Property Research Institute was the 'Intellectual Property Research Center,' established under KIPA in 1997, which later separated and became an independent institution, the Korea Intellectual Property Research Institute, in 2005. Once the integration is complete, it will effectively mean that the two organizations will be merged back into a single entity after 20 years. This measure aligns with the government's ongoing efforts to consolidate public institutions performing similar or overlapping functions.
