[Financial News] A Moa Town near Seoksu Station in the area around Lot 972, Siheung 3-dong, Geumcheon District, Seoul, will be transformed into a residential complex with up to 20 floors and 586 housing units.
According to the Seoul Metropolitan Government on the 11th, the second plenary session of the Integrated Review Committee for Small-Scale Housing Redevelopment approved with revisions the “Moa Town Management Plan for the Area around Lot 972, Siheung 3-dong, Geumcheon District” and conditionally approved the “Implementation Plans for Moa Housing Zones 1 through 3.”
Under the plans, the site will feature 11 apartment buildings of up to 20 floors, with a total of 586 housing units. Of these, 118 units will be supplied as public rental housing.
The site will receive relaxed floor limits applicable to a Class 2 General Residential Area, along with floor-area-ratio incentives for providing rental housing and infrastructure for redevelopment. Building-height restrictions will also be eased, allowing the project to supply 586 units—275 more than the existing 311 units.
The site will also be designated as a special architectural district. Underground parking will be integrated across the three Moa Housing zones, while public art installations and outdoor spaces will be planned jointly to create a unified apartment complex.
The pedestrian environment will also be improved. Existing roads, which are currently used without a clear separation between vehicle lanes and sidewalks, will be widened, and sidewalk-adjacent setback spaces will be created. Community facilities will be placed along the street, while coordination with the nearby Jungang Cheoljae General Market redevelopment project will help revitalize the commercial district.
During the review, conditions were imposed requiring measures to ensure the safety of the elementary school route north of the site and a site-development plan that harmonizes with the surrounding terrain.
This project is the first pilot site under the policy to promote Moa Town development. Accordingly, the Moa Town management plan and the architectural plans for the individual Moa Housing zones were developed concurrently, shortening the project timeline. It took one year and six months from the selection of the Moa Town site to the integrated review of the implementation plans—about one year and six months shorter than the standard processing period.
The Seoul Metropolitan Government plans to expand the results of this pilot project to other sites. Through its plan to accelerate Moa Housing and Moa Town projects, it aims to reduce the time from site selection to construction commencement from approximately six years to four years and six months.
