North Port Complex Transfer Center Partners: "Let Us Begin with the Underground Construction"

[Financial News] With construction of the Busan North Port Complex Transfer Center halted due to a conflict between the Busan Port Authority and the project implementer, employees of subcontractors gathered in front of the legal district to appeal for the resumption of construction.
About 30 representatives from six partner companies involved in the Busan North Port Complex Transfer Center project, including Baesung Construction, held a rally in front of the Busan District Prosecutors' Office on the afternoon of the 10th and demanded the prompt resumption of construction.

During the design process for the project, an elevation difference of approximately 3.3 meters arose at the connection point with the Busan Station pedestrian deck. As a result, the implementing agency, the Busan Port Authority (BPA), applied to the court for an injunction to halt construction last June. Subsequently, Dong-gu, Busan, the local government where the project site is located, issued a stop-work order on the 21st of last month, temporarily suspending the project.
The employees of the partner companies gathered in front of the court and appealed, "We are not asking for special treatment. Nor are we asking you to cover up any wrongdoing." They continued, "If there is a problem, it must be corrected. However, please reconsider whether the entire construction project must be halted and the workplaces of so many workers must disappear because of the parts that need to be corrected."
They added, "The construction company has acknowledged its responsibility for the 3.3-meter elevation difference at the connection point with the Busan Station pedestrian deck and has expressed its intention to correct it." They continued, "Rather than continuing to halt the entire project, it is now necessary to find a realistic solution that corrects the problem while also normalizing construction."
As a solution, they proposed promptly proceeding with the design change while first resuming underground construction, which is not directly related to the elevation difference. They argued that the design change to correct the 3.3-meter elevation difference and the necessary administrative procedures could be carried out simultaneously while the underground construction proceeds.
The subcontractor employees appealed, saying, "Every day that construction remains halted is unbearably long and painful for those of us working on-site. About 200 workers from 20 subcontractors are waiting for the day they can return to their workplaces for the sake of their families." They added, "Moreover, Chuseok, the nation's biggest holiday, is approaching. To some, a construction suspension may be an administrative procedure or a legal dispute, but to us, it is a desperate matter involving our families' livelihoods."
They raised their voices, saying, "We hope the court will correct the wrong parts according to principle. However, please do not halt all construction that can proceed." They continued, "Please open the way for subcontractor workers to put on their safety helmets again and return to their workplaces. We earnestly urge you to devise a plan to resume construction as soon as possible."
