Incheon’s Namdong District Reorganizes Administration to Advance Ninth-Term Pledges; New System to Launch in September

【Financial News Incheon=Han Gap-su, Reporter】 Incheon’s Namdong District is undertaking an administrative reorganization to strengthen implementation of key pledges and major projects under the ninth popularly elected administration and respond swiftly to changing administrative needs.
Namdong District announced on the 10th that three related ordinance bills, including a full amendment to the ordinance on establishing Namdong District’s administrative bodies, were approved at the second plenary session of the first regular meeting of the 312th Namdong District Council on the 9th.
Under the reorganization, Namdong District’s administrative structure will change from seven bureaus, two offices, 36 divisions, one secretariat, one directly affiliated agency, one office, and 20 neighborhood administrative centers to seven bureaus, three offices, one task force, 37 divisions, one secretariat, one directly affiliated agency, and 20 neighborhood administrative centers.
The centerpiece is the establishment of the Strategic Projects Promotion Task Force, which will be responsible for the ninth administration’s pledges and strategic projects. The plan is to improve policy execution by closely managing major pledges and pending projects.
Resident communication and complaint-response functions will also be strengthened. Namdong District plans to establish the Communication and Cooperation Office, consolidating direct petitions and resident communication functions to respond more systematically to grievances, conflict-related complaints, and unusual complaints.
The Autonomous Administration Division will also be established to strengthen resident autonomy and village-community functions. The district will build an administrative system suited to urban changes by newly creating the Housing Maintenance Division to address growing demand for urban maintenance, including reconstruction and redevelopment.
The Namdong Industrial Complex Support Office will be abolished, and the support system for the industrial complex will be reorganized around functions. Maintenance of facilities at the Namdong Industrial Complex, previously handled by the office, will be consolidated under the relevant departments at district headquarters. Functions related to industrial-complex revitalization and corporate support will be strengthened under the Strategic Projects Promotion Task Force and the Corporate Support Division.
Administrative services needed by businesses will continue even after the office is abolished. Namdong District plans to operate the Namdong Industrial Complex On-site Support Center to provide administrative convenience for tenant companies, including handling construction- and environmental-related complaints and issuing various certificates.
The number of local government employees will also increase alongside the reorganization. Reflecting the standard staffing levels required under national policies, Namdong District’s civil-service headcount will rise by 28, from 1,347 to 1,375.
Namdong District plans to complete follow-up procedures, including revising related rules and assigning duties, and fully launch the new administrative structure in September.
