Moon Jin-seok, head of the Korea-Vietnam Parliamentary Friendship Association, meets with visiting National Assembly of Vietnam Chairman Tran Thanh Man

【HANOI, Vietnam—Correspondent Kim Jun-seok】Moon Jin-seok, head of the Korea-Vietnam Parliamentary Friendship Association, held talks with Tran Thanh Man, chairman of the National Assembly of Vietnam, in Seoul to discuss ways to develop cooperation between lawmakers and the two national assemblies in a more substantive and effective manner.
According to the National Assembly and other sources on the 8th, Moon Jin-seok received Tran Thanh Man, chairman of the National Assembly of Vietnam, in Seoul that day and held talks with him.
Moon Jin-seok assessed that "Vietnam has become a special and close friend of Korea since the two countries established diplomatic relations in 1992, and bilateral ties have developed rapidly, being upgraded to a 'comprehensive strategic partnership.'" He emphasized that "Korea is currently Vietnam's largest investor, while major Korean companies such as Samsung, LG and Hyundai Motor continue to expand their investment and presence in Vietnam."
He added, "We hope the goal of achieving $150 billion in bilateral trade by 2030 will also proceed smoothly." He also expressed hope that Korean companies would be able to participate in Vietnam's large-scale infrastructure development projects.
Regarding science, technology and innovation, Moon Jin-seok praised the signing in April by the two countries' ministries of science and technology and foreign ministries of the 'Framework for the Master Plan on Science, Technology and Innovation Cooperation,' using the Vietnam-Korea Institute of Science and Technology (V-KIST) as a bridgehead. He said he hoped joint research and talent-development activities would lead to tangible results.
Moon Jin-seok also expressed deep interest in medical and health issues as well as housing, emphasizing that "the two countries must work together to support the children and future generations of multicultural families in Vietnam and Korea." He also proposed establishing a Korea-Vietnam Youth Friendship Association to promote exchanges among young people from the two countries.
In response, Tran Thanh Man, chairman of the National Assembly of Vietnam, assessed that the political and diplomatic trust between Korea and Vietnam was excellent. He emphasized that the task ahead was to continue pursuing substantive and effective cooperation across all areas, including the economy, investment, trade, science and technology, defense and security, education and training, health care, and people-to-people exchanges.
Tran Thanh Man said that immediately after his visit to Korea, he would consult with relevant agencies of the National Assembly of Vietnam on the requests and proposals from the Korean side. He said matters under the authority of the National Assembly would be reviewed and handled, while he would encourage the government, ministries and local governments to resolve matters under their jurisdiction promptly.
He also welcomed expanded exchanges between the two national assemblies and proposed that the Korea-Vietnam Parliamentary Friendship Association establish and pursue a specific implementation plan capable of ensuring tangible results.
Regarding the potential use of AI in the legislative process, Tran Thanh Man explained that Vietnam had already enacted an Artificial Intelligence Act and was pursuing digital transformation at the National Assembly level. In particular, he said the National Assembly had operated a dedicated program for using AI in its activities for more than a year and had achieved clear results.
Tran Thanh Man emphasized, "We hope both sides will continue regular meetings and exchanges," adding that he expected each meeting to serve as an opportunity to create new cooperation models and tangible outcomes.
