Expanded from the Low Birth Rate and Ageing Society Committee to the Population Strategy Committee... Responding to Demographic-Structure Changes Beyond Low Birth Rates

[Financial News] The Presidential Committee on Ageing Society and Population Policy will be expanded and reorganized into the Population Strategy Committee on the 10th.
The Ministry of Health and Welfare (MOHW) announced on the 8th that the proposed full revision of the enforcement decree of the Framework Act on Low Birth Rate and an Aging Society was approved at a Cabinet meeting. The revised decree establishes the scope and procedures for prior consultations on budgets for population-related projects, the composition and operation of the Population Strategy Committee and its expert committees, and matters concerning population-policy officers.
As the Framework Act on Low Birth Rate and an Aging Society has been renamed the Framework Act on Population Strategy, the title of its enforcement decree has also been changed from the Enforcement Decree of the Framework Act on Low Birth Rate and an Aging Society to the Enforcement Decree of the Framework Act on Population Strategy.
Under the enforcement decree, projects subject to prior budget consultations are defined as those included in the basic population strategy plan that require budgetary measures above an amount determined by the committee after hearing the opinion of the Minister of Health and Welfare. The decree also establishes related procedures.
The decree expands the number of central administrative agencies serving as ex officio members of the Population Strategy Committee from nine to 15 ministries. It also strengthens expertise by establishing five expert committees, including those for social strategy, economic strategy and migrants, to carry out duties in their respective areas.
The decree sets out the qualifications and duties of population-policy officers designated by central administrative agencies and metropolitan local governments. It also requires the Population Strategy Committee to conduct population-policy evaluations by April 15 of the year following the year subject to evaluation.
Shin Kkot-si-gye, Director-General of the Population Strategy Bureau at the Presidential Committee on Ageing Society and Population Policy, said, "We will promptly establish more specific measures, including detailed guidelines for the prior budget consultations stipulated in the enforcement decree." Shin added, "We will ensure that the Population Strategy Committee, which will be launched soon, plays an active role as the coordinating body for population policy."
