[Financial News] A man wearing a black mask was spotted standing near a bicycle path along Tancheon in Jamsil, Seoul, covering only his private parts, sparking controversy.
According to JTBC's 'Incident Chief' and other reports on the 8th, informant A was riding a bicycle near Tancheon in Jamsil on the way to watch a baseball game when they spotted a shirtless man standing with only his lower-body private parts covered.
A was able to capture the man's image because a camera was mounted on the bicycle.
In the video released by A, the man was wearing a mask that covered his entire head, with openings only for his eyes, nose and mouth, as well as a headset.
The man was shirtless and wore only a lower garment presumed to be a fundoshi, a traditional Japanese men's undergarment, leaving much of his body exposed.
A, who was startled, said, "I felt threatened and left the area," adding, "After leaving the scene, I reported it to the police, but after they said they would dispatch officers, I received no further contact."
Article 245 of the Criminal Act stipulates that a person who commits an obscene act in public may be punished by up to one year in prison or a fine of up to 5 million won, among other penalties.
However, mere exposure does not automatically constitute public indecency. The determination is made by comprehensively considering the exposed body parts, the manner and location of the exposure, and the circumstances.
