Jeju National University to Ban Electric Kickboards on Campus... GPS Speed Limit of 7 km/h and Retrieval of Abandoned Devices

It will also limit the maximum speed of shared electric kickboards on campus to 7 km/h using GPS and strengthen the retrieval of abandoned devices. Electric bicycles may be used at speeds of up to 20 km/h, establishing separate operating standards for each type of personal mobility device.
According to Jeju National University on the 7th, the university will conduct a joint campaign, titled “A Safe Campus, Creating a Pedestrian Culture Together,” with the Jeju Provincial Police Agency and Jeju Dongbu Police Station on major campus routes from the 7th through the 9th.
The first day of the campaign was attended by officials from the Jeju National University General Affairs Division, the Jeju National University Student Welfare Division, and Jeju Dongbu Police Station. They informed students and users at major campus routes and designated parking areas for shared mobility devices about the ban on electric kickboards, the use of designated parking areas, wearing protective equipment, and compliance with traffic laws.
The campaign’s main objective is to establish on the ground the ban on privately owned electric kickboards on campus, which took effect this month.
Since the 1st, Jeju National University has prohibited the use of privately owned electric kickboards on campus. In cooperation with operating companies, it is also applying GPS-based speed limits to shared electric kickboards.
When a shared electric kickboard enters the Jeju National University campus, its maximum speed is limited to 7 km/h. Devices parked or abandoned on campus must be promptly retrieved by the relevant operators.
Parking rules have also been revised. Jeju National University operates 32 designated parking areas for shared mobility devices on campus. Areas outside the designated zones have been designated as restricted drop-off areas, requiring shared mobility devices such as electric bicycles to be parked and returned at specified locations. Failure to comply may result in additional fees under the operating policies of shared mobility service providers.
The operating standards differ for electric kickboards and electric bicycles. Pedal-assist electric bicycles, in which an electric motor assists the rider when the pedals are turned, may be used on campus. However, their maximum speed is limited to 20 km/h. The university plans to continue advising users to give priority to pedestrians, slow down, or dismount and walk in areas with heavy foot traffic.
The measure is intended to prioritize pedestrian safety on a university campus where vehicles, buses, pedestrians, and shared mobility devices travel together. The key challenge going forward will be ensuring that the ban on electric kickboards and the designated parking rules are actually followed after the campaign ends.
