[Exclusive] Hyundai Motor Group’s Autonomous-Driving Software Center to Place Its Overseas Affiliates Under ‘Technology Controls’... “Hiring Dedicated Staff in the U.S.”

[Financial News] 42dot, Hyundai Motor Group’s software affiliate, has begun hiring a dedicated technology export-control specialist for its U.S. entity. The move is intended to prevent technology leakage as autonomous-driving and software-defined vehicle (SDV) technologies move among global development hubs in the United States, Poland and Vietnam. It is also understood as an effort to strictly manage technology transfers between the company’s overseas affiliates within the legal framework.
According to industry sources on the 7th, 42dot posted a job opening on the 1st (local time) for an Export Compliance Manager based in Sunnyvale, California. The position will handle compliance with both the U.S. Export Administration Regulations (EAR) and South Korea’s National Core Technology regulations. It will oversee the classification of the company’s core technologies, license management and protective measures.
National Core Technologies are technologies whose leakage overseas could seriously harm national security and the development of the national economy. They are designated by the Ministry of Trade, Industry and Energy under the Act on Prevention of Divulgence and Protection of Industrial Technology. In the automotive and railway sectors, the designation includes the design and manufacturing technologies for key components and systems used in autonomous vehicles. The scope is limited to camera, radar, lidar and precision-positioning systems commercialized within the past three years. Organizations holding such technologies must establish protected areas, control access, adopt security-management regulations and designate dedicated security personnel.
42dot is Hyundai Motor Group’s central hub for software development. Founded in 2019 as an autonomous-driving startup, it was acquired by Hyundai Motor Company and Kia Corporation in 2022 and has since become the organization leading the group’s transition to SDVs. Given that 42dot’s core areas include vehicle operating systems, electrical and electronic architectures, and autonomous-driving artificial intelligence, the company is effectively where Hyundai Motor Group’s designated National Core Technology in autonomous driving is concentrated.
The most notable aspect of this recruitment is the scope of the controls. The posting defines the purpose of the role as “ensuring that protected technologies are not illegally shared with or exported to foreign entities, or moved beyond the scope of control.” It explicitly states that such foreign entities “include the company’s global subsidiaries or overseas partners.” 42dot is headquartered in Pangyo, Seongnam, Gyeonggi Province, and has employees in Sunnyvale in the United States, Warsaw in Poland and Ho Chi Minh City in Vietnam.
As competition in the automotive industry has shifted from hardware to software, the focus of technology controls has also moved from drawings and components to code and data. Software can cross borders without any physical movement, making it more difficult to control. While the global distribution of development hubs has accelerated innovation, dispersed personnel and the growing number of access routes have themselves become critical security variables requiring management.
The person hired will conduct regular audits of the company’s intellectual property and its research and development (R&D) and manufacturing processes. The employee will determine whether the technologies fall under the National Core Technology list managed by MOTIE. If they do, the company must obtain MOTIE approval before exporting, licensing or sharing them overseas. Technologies developed with government funding require official approval, while those developed with private funding require the submission of a report.
The responsibilities also include establishing physical and digital “protected areas,” auditing personnel with access to the technologies, and managing dedicated nondisclosure agreements. The employee will also advise on technology transfers during mergers and acquisitions (M&A), the establishment of joint ventures and the construction of overseas factories to ensure compliance with the Act on Prevention of Divulgence and Protection of Industrial Technology.
42dot is currently also recruiting personnel in Pangyo and Sunnyvale to handle vehicle-security firmware, security certification and security policies. A 42dot official explained, “42dot continues to collaborate with its global organization,” adding, “It is difficult to discuss the positions currently being recruited for or specific job details.”
