Busan Association of Persons with Disabilities Visits Busan Police Agency to Promote Preferential Purchasing from Standard Workplaces for Persons with Disabilities

The association said on the 4th that during its visit to the Busan Metropolitan Police Agency, it shared information about the system and ways to promote preferential purchasing of products made by standard workplaces for persons with disabilities with purchasing and working-level officials.

The visit was organized to improve public-sector officials’ overall understanding of standard workplaces for persons with disabilities and to explain related systems that could be useful in the actual purchasing process.
Yoo Sang-su, head of the association’s public relations team, introduced the main activities and role of the Busan Association of Persons with Disabilities. He also explained the standard workplace for persons with disabilities system and the purpose of the policy to expand employment for persons with disabilities. In particular, he emphasized that preferential purchasing of products made by these workplaces plays a key role in providing stable jobs and supporting the economic independence of persons with disabilities, and called for the attention of public-sector purchasing officials.
The association also introduced legal grounds for systems that could provide practical assistance in their work. In addition to the preferential purchasing system for products made by standard workplaces for persons with disabilities, it explained that contracts with such workplaces may be concluded without competitive bidding regardless of the contract amount, enabling officials to apply the system in practice.
The linked employment levy reduction system, through which government agencies and private companies can contribute to the employment of persons with disabilities by partnering with standard workplaces for persons with disabilities, was also discussed in detail. The association explained that this can create a virtuous cycle in which public institutions and companies reasonably reduce their employment burden while the workplaces secure stable sales channels and create jobs.
Yoo Sang-su said, "Through this visit to the Busan Metropolitan Police Agency, we had the opportunity to explain the standard workplace for persons with disabilities system to purchasing officials in a more familiar and in-depth manner." He added, "We will continue promoting systems that can provide practical support for expanding employment, including preferential purchasing of products made by standard workplaces for persons with disabilities, private contracts, and the linked employment levy reduction system. We will do our best to encourage more institutions to join in recognizing the value of standard workplaces for persons with disabilities."
A standard workplace for persons with disabilities is a workplace certified by the government to promote the economic independence of persons with disabilities by providing a stable work environment equipped with accessibility facilities, rather than merely employing persons with disabilities. Preferential purchasing by the public sector and linked employment serve as important catalysts for these workplaces to establish a foundation for self-reliance and expand employment.
