One Campus 19 Years After Merger: Jeju National University Awards 42.357 Billion Won Teachers College Relocation Project Management and Supervision Contracts

【Financial News Jeju = Reporter Yong-bok Jeong】 The relocation of Jeju National University Teachers College to Ara Campus has entered the construction management phase, even though the college remained on a separate campus after Jeju National University and Jeju National University of Education merged in 2008. With construction management and electrical and telecommunications supervision procedures moving forward for the 42.357 billion won build-transfer-lease (BTL) project, the physical integration of the campuses is becoming visible 19 years after the administrative merger.
According to Jeju National University (JNU) and the Ministry of Education on the 4th, JNU is pursuing a project to build new Teachers College facilities with a total floor area of 12,000 square meters at Ara Campus and demolish the existing facilities at Sara Campus in Hwabuk-dong, Jeju City, currently used by the Teachers College.
The Ministry of Education designated the project as a private-investment project in December 2024. The total project cost was set at 42.357 billion won, with operating costs separately budgeted at 23.229 billion won. Under the BTL model, a private-sector operator builds the facilities and transfers ownership to the state, while the government pays facility lease fees and operating costs. The operating-rights period is 20 years from the start of operations.
Recently, procurement has begun for services to manage the actual construction process. On July 28, JNU commissioned the “Construction Management Services for the Reconstruction and Relocation of the Teachers College Facilities” through the Public Procurement Service (PPS). The allocated budget was 2.381 billion won, and bidding and bid opening took place on August 26.
Electrical and telecommunications supervision followed. The electrical construction supervision service was valued at 98.231 million won, while the telecommunications construction supervision service was valued at 93.441 million won, for a combined total of 191.672 million won. Both service contracts specify JNU’s Ara Campus as the project site and run for 540 days from the start of the services.
With construction management overseeing the overall project’s quality, schedule and safety, followed by electrical and telecommunications supervision, the relocation project is moving from a phase focused on design and contractor selection to one centered on managing on-site construction.
The basic plan for the facilities project announced by the Ministry of Education sets the construction period at 23 months and the overall scheduled completion date at January 15, 2028. The new building is scheduled for completion on August 18, 2027.
If this schedule is maintained, Teachers College students and staff will begin using Ara Campus in the second semester of the 2027 academic year. After the existing facilities at Sara Campus are demolished, the entire project is expected to be completed in January 2028.
The significance of the project goes beyond constructing a single new building. Jeju National University of Education became Jeju National University Teachers College after merging with JNU in 2008, but the campus remained at Sara Campus. Teachers College students and staff have lived and studied separately from Ara Campus, where the university headquarters, student dormitories and major educational and convenience facilities are located.
If the move to Ara Campus is completed as scheduled, the Teachers College will join the rest of the university on one campus 19 years after the institutions were integrated administratively.
The future use of Sara Campus also remains an issue. The Ministry of Education’s basic plan designates Sara Campus in Hwabuk-dong as a demolition site, but a separate university space policy will be needed to determine how the land and facilities left after the Teachers College’s relocation will be redeveloped.
A JNU official said, “The relocation of the Teachers College is a project to complete the physical integration left unfinished after the university merger,” adding, “We will ensure that construction progress and quality are managed without disruption in line with the completion of the new facilities and the relocation schedule in 2027.”
