Interior Minister: “Relocation of Foreign Affairs and Unification Ministries to Sejong Under Review; FSC Not Excluded”

[Financial News] The Ministry of Foreign Affairs (MOFA) and the Ministry of Unification (MOU) are also being considered for relocation to Sejong City, in line with the planned relocation of the Presidential Office and the National Assembly of the Republic of Korea. The Financial Services Commission (FSC), which has long been considered a leading candidate for relocation, was not specifically named as a target in the announcement. However, the government explained that this does not mean the FSC has been excluded from consideration.
Yun Ho-jung, minister of the Ministry of the Interior and Safety (MOIS), said at a press conference on the “Relocation of Administrative and Public Institutions and Reform of Public Institution Functions” on the 3rd regarding whether MOFA and MOU would be relocated, “The relocation will be considered to coincide with the timing of the Presidential Office’s move, as well as the opening of a branch of the legislature in 2033.”
The current Special Act on the Construction of Administrative City designates not only the Ministry of Justice’s Gender Equality Ministry but also MOU, MOFA, and the Ministry of National Defense as institutions excluded from relocation. To relocate these institutions to Sejong City, the law must be amended to remove them from the list of excluded institutions.
The government plans to review the timing and methods for relocating MOFA and MOU in line with the relocation schedule of the Presidential Office and the National Assembly of the Republic of Korea to Sejong City.
The FSC, which had been cited as a leading candidate, was not specifically mentioned as a relocation target in the announcement. However, the government explained that this does not mean the FSC has been left out of the second round of relocations of central administrative institutions.
Asked why the FSC was not included among the relocation targets announced that day, Yun said, “Today’s announcement does not mean that it has been excluded.” He added, “We intend to finalize and officially announce the relocation plan and the institutions subject to relocation during the fourth quarter.”
The government announced that it would pursue the second round of relocations of central administrative institutions to Sejong City, targeting central administrative agencies and their affiliated institutions currently located in the Seoul metropolitan area. The specific institutions will be selected after a comprehensive review of each agency’s functions and characteristics, as well as the links between their work.
