Gangwon State Secures 11.123 Trillion Won in National Funding for Next Year, Opening the ‘11 Trillion Won Era’

【Financial News Chuncheon=Kim Gi-seop】Gangwon State has opened the era of 11 trillion won in national funding by securing a record 11.123 trillion won in the 2027 government budget proposal.
According to Gangwon State on the 2nd, the government budget proposal to be submitted to the National Assembly on the 3rd includes 11.123 trillion won in national funding related to Gangwon State. The amount is 423 billion won above the target and 863 billion won, or 8.4%, higher than the previous year. Gangwon State entered the 10 trillion won era in national funding for the first time in 2026 and surpassed 11 trillion won just one year later. It also secured 1.2094 trillion won in national funding for projects aimed at fulfilling the ninth popularly elected administration’s pledges, including infrastructure expansion, future-industry development and improved living conditions.
By sector, welfare and health care received the largest allocation, at 2.9732 trillion won. The budget includes 937.9 billion won for basic pensions, 329.3 billion won for livelihood benefits and 371.6 billion won for medical-aid treatment services. This was followed by 2.8566 trillion won for safety and administration and 2.4243 trillion won for social overhead capital projects.
The most notable achievement was in infrastructure, including the metropolitan transportation network. The Chuncheon–Sokcho Line received 270.8 billion won, while the Yeoju–Wonju Railway received 190 billion won. The Jecheon–Yeongwol Expressway was allocated 118.3 billion won, and the Second Gyeongchun National Route received 55 billion won, accelerating the construction of key railway and road networks. In the economy and industry sector, Gangwon State secured 1.2234 trillion won to establish foundations for advanced future industries, including 10.2 billion won for hydrogen refueling infrastructure, 5.3 billion won for a Semiconductor Design Support Center and 2 billion won for the Gangwon Medical AI Industry Demonstration Hub. In addition, 1.3471 trillion won was secured for agriculture, forestry, maritime affairs and the environment, along with 298.4 billion won for culture, tourism and sports.

The achievement is attributed to an all-out effort by Gangwon State’s leadership, which became involved from the budget-planning stage, as well as cooperation among lawmakers from both the ruling and opposition parties. During the final stage of government deliberations, Gangwon State Governor Woo Sang-ho met directly with Park Hong-keun, minister of the Ministry of Planning and Budget, to explain the need for key projects. The deputy governor and bureau directors also made successive visits to budget officials at the Ministry of Planning and Budget. National Assembly members from the region, regardless of party affiliation, contributed to resolving local issues.
Gangwon State plans to work with lawmakers representing the region and those with ties to the province to secure national funding for projects not included in the government proposal. To that end, it will shift to a National Assembly response system in September and begin responding to the Assembly’s budget deliberations with a ruling-and-opposition budget policy consultation on the 14th.
Gangwon State Governor Woo Sang-ho said, "The combined efforts of residents, public officials and lawmakers representing the region have led to the era of 11 trillion won in national funding," adding, "It will provide significant momentum for realizing the vision of the ninth popularly elected administration."
