'Era of 13 Trillion Won in State Funding' in Sight... South Chungcheong Province's Next Year's Government Budget Proposal Includes 13.2632 Trillion Won

[Financial News, Hongseong = Reporter Kim Won-jun] South Chungcheong Province (Chungnam) is on the verge of ushering in the "era of 13 trillion won in state funding" by including a large number of key provincial projects in next year's government budget proposal. By securing the budget for major projects aimed at securing future growth engines and balanced regional development, even amid the government's strict expenditure restructuring, the province has signaled a green light for advancing the 9th popularly elected administration's agenda.
South Chungcheong Province (Chungnam) announced on the 2nd that 13.2632 trillion won in state funding for local priority projects was included in the 2027 government budget proposal, which passed the Cabinet meeting on the 1st. This represents an increase of 1.3335 trillion won (11.2%) over this year's government budget proposal (11.9297 trillion won), and an increase of 940.9 billion won (7.6%) over this year's budget (12.3223 trillion won) as finally approved by the National Assembly. Although the amount falls short of the initial target of 13.5 trillion won, the province succeeded in securing an additional 98.4 billion won during the deliberations by the Ministry of Planning and Budget.
This budget proposal includes a significant number of new future industry projects that will become Chungnam's future growth engines. Newly allocated funds include 9.3 billion won for R&D and design costs for the 'Establishment of a National Research Platform for Advanced Displays,' a project with a total cost of 520 billion won; 1.46 billion won for the 'Establishment of a National Institute for Historical and Cultural Zones,' which will oversee the maintenance of nine historical and cultural zones; 1.5 billion won for the 'Establishment of an Indoor Evaluation Base for Driving Performance of Mobility Simulating Extreme Environments and Terrain'; and 4.1 billion won for the 'Chungnam Defense Industry Innovation Cluster.'
Budget support was also provided for ongoing projects aimed at continuously expanding regional infrastructure, including transportation networks. The budget for the 'Construction of Access Roads to the Port of Pyeongtaek-Dangjin,' which amounted to only 100 million won in the ministry's proposal, was increased to 43.5 billion won during the deliberations. The budget for the 'Seohae Line–Gyeongbu High-Speed Line (KTX) Connection,' which will dramatically improve accessibility between western Chungnam and the Seoul metropolitan area, was also increased to 9.4 billion won. A total of 54.59 billion won will be invested in the 'Development of Inorganic Light-Emitting Display Technology.'
The securing of this budget, in line with the recent national policy emphasis on easing concentration in the capital area and realizing a regional era, is expected to serve as a decisive opportunity for Chungnam to emerge as a key hub in the central region centered on Giho Confucian culture and Naepo New Town. In particular, as infrastructure construction for advanced strategic industries such as displays, defense, and the hydrogen ecosystem begins in earnest, the province is considered to have secured a foundation for establishing itself as a new industrial and technological hub south of the capital area.
South Chungcheong Province (Chungnam) plans to actively pursue an increase in the budget by launching a close cooperation system with local National Assembly members, beginning with the budget policy consultation meeting on the 4th.
South Chungcheong Province Governor Park Soo-hyun said, "Despite the government's expenditure restructuring, numerous new projects for Chungnam's bold future have been included. We will make every effort to protect the budget included in the government's proposal and secure additional funding during the National Assembly deliberations for pending local issues that were not reflected." The government's budget proposal for next year will be finalized in December after deliberation by the National Assembly.
