"The Door to Jobs at State-Owned Enterprises Has Opened"—More Than Seven in 10 to Hire New Employees in the Second Half

[Financial News] More than seven in 10 state-owned enterprises and public institutions are expected to conduct new hiring in the second half of this year.
According to a survey of 123 state-owned enterprises and public institutions conducted by HR tech company Incruit on the "2026 Hiring Trends at State-Owned Enterprises in the Second Half," 75.6% of the organizations had confirmed plans to hire new employees in the second half. This represents a 32.1 percentage-point increase from the same period last year. The number of organizations with confirmed hiring plans has expanded from four to more than seven out of 10.
The scale of hiring is also expected to grow. Among the organizations that had confirmed hiring plans, 9.7% planned to hire in the hundreds, up 6.0 percentage points from the previous year. By contrast, 36.6% planned to hire in the tens, down 4.2 percentage points year on year.
Regular open recruitment accounted for the largest share of hiring methods at 55.9%, followed by rolling recruitment at 40.9% and internship hiring—including conversion-to-employment and job-experience programs—at 4.3%.
Seo Mi-young, CEO of Incruit, said, "The rate of confirmed hiring and the scale of hiring in the hundreds at state-owned enterprises rose sharply from last year, widening the door to employment. Since rolling recruitment accounted for more than 40%, job seekers would benefit from regularly checking the hiring schedules of the public institutions they want to join and focusing on preparing for job-specific National Competency Standards (NCS)."
