Jeju Facilities Management Corporation, set to launch in January next year, to hire 23 initial staff members

[Financial News, Jeju = Reporter Jung Yong-bok] As the Jeju Facilities Management Corporation, which is set to launch in January next year, begins hiring 23 preparatory staff members, the establishment work has entered the stage of building its organization and workforce. This is the first recruitment of working-level staff who will help overhaul the operation of major public facilities, as one public institution gradually takes over 42 sewage and environmental facilities scattered across Jeju.
According to Jeju Special Self-Governing Province on the 1st, the province announced the schedule for the '2026 3rd Joint Recruitment Exam for Public Institution Employees,' which will select 32 people in total from seven public institutions, including 23 for the Jeju Facilities Management Corporation establishment task force.
The focus of this recruitment is the preparatory staff for the Jeju Facilities Management Corporation, which accounts for more than 70% of the total hires. It is significant because these will be the first employees tasked with preparing for the corporation's launch next year and the subsequent transfer of facilities.
The 23 employees will be assigned to management support areas such as planning, human resources, general affairs and finance, as well as specialized technical fields. They will also handle work needed to meet the legal requirements for direct operation, including registration as a sewage management contractor and applications for quality control in water analysis.
After launching in January next year, the corporation will expand its operational scope gradually rather than taking over all facilities at once. The first transfer will be the public wastewater treatment facility in July 2027. In 2028, it will take over the regional waste treatment facility and the sewage sludge treatment facility, followed by the Jeju Public Wastewater Treatment Facility in 2029.
The final management target is 42 facilities in total, including 39 sewage facilities and three environmental facilities. The plan is to reorganize the current system, in which Jeju Island directly operates some facilities and outsources others, into a specialized management structure centered on the corporation.
The 23 people being hired this time will be responsible for building the organizational operating system and preparing handover procedures ahead of the full-scale transfer of facilities. After the corporation is launched as a legal entity in January next year, a preparation period will run until July, when actual facility operations begin.
The establishment of the corporation has already moved beyond the institutional preparation stage and into implementation. Jeju Island has been working this year on ordinances for the corporation's establishment and operation, as well as securing initial capital, and in the second half of the year it is moving ahead with appointing executives and forming the initial workforce.
As facility transfers expand, the organization will also grow step by step. In a previous report to the provincial council, Jeju Island presented a plan to operate the corporation with 295 employees by 2028 and expand it to 387 employees in 2029, when the Jeju Public Wastewater Treatment Facility is also transferred.
The status and employment issues of workers at existing facilities are also key challenges in the corporation's launch process. Jeju Island has been discussing organizational structure, hiring and wage systems through a consultative body involving civil servant and public employee unions, as well as representatives of workers at privately outsourced facilities. It is also pushing a plan to integrate public employees who wish to move to the corporation into a general employment system without distinguishing job categories.
The background to Jeju Island's move to establish the corporation lies in its judgment that the current facility management structure, divided among multiple departments and private contractors, should be consolidated into a single specialized institution. The idea is to unify the operators of facilities that require expertise and continuity, such as sewage treatment and waste disposal, to improve accountability and professionalism.
The remaining nine positions in the joint recruitment are three at International Convention Center Jeju, two at Jeju Tourism Organization, and one each at Jeju Technopark, Jeju Economic and Trade Promotion Agency, Jeju Content Promotion Institute and Seogwipo Medical Center.
Applications will be accepted online through the Jeju Island public institution joint recruitment website from the 14th to 6 p.m. on the 22nd. Applicants may apply to only one field at one institution.
The written exam will be held on Oct. 17. Final successful candidates will be announced on Dec. 2 after document screening and interviews. The test location will be announced separately on Oct. 8.
