"A Ladder Back for Ordinary People Buried in Debt"... South Chungcheong Province Expands Financial Welfare Support

[Financial News, Hongseong County = Kim Won-joon reporter] To help vulnerable households struggling under excessive debt recover economically amid the impact of high interest rates and rising prices, South Chungcheong Province (Chungnam) has moved to fully strengthen its financial welfare support system. Going beyond simple debt counseling, the province plans to build an integrated support platform that connects legal aid, credit recovery and welfare services in one place, helping residents return to stable daily lives.
 Chungnam said on the 30th that it is further strengthening the Chungnam Financial Welfare Support Program for financially marginalized residents through an expanded network of cooperation with related institutions.
 According to Chungnam, a total of 1,023 financial welfare counseling cases were handled in the first half of this year. Among them, support was provided for debt restructuring applications worth 7.7 billion won for 132 people, including personal bankruptcy and credit recovery. This marks a 219.7% increase from the same period last year, showing a sharp rise in financial relief for ordinary people pushed to the brink of economic hardship.
 These results were made possible by a rapid referral system with partner organizations. Chungnam expanded agreements with specialized institutions such as the Korea Legal Aid Corporation and CCRS, significantly shortening the process for entering debt restructuring procedures. It also joined forces with the Saechulbal Fund, the New Leap Fund, Eup/Myeon/Dong Community Service Centers, and the Chungnam Metropolitan Mental Health Welfare Center. The goal is to connect residents facing not only financial problems but also domestic violence, disability and mental health issues with tailored welfare services.
 Analysts say the burden of repaying principal and interest has reached its limit for vulnerable groups such as self-employed workers and multiple-debt borrowers, as high interest rates have persisted for years and domestic demand has remained sluggish. In regional areas, where financial infrastructure and access are weaker than in the Seoul metropolitan area, once a person is branded as a credit delinquent, it is easy to fall into a vicious cycle that makes recovery nearly impossible.
 Chungnam's expanded support is part of a preemptive social safety net designed to prevent ordinary people's debt defaults from turning into long-term social costs and to help vulnerable residents return to productive economic activity.
 Chungnam currently operates two Chungnam Financial Welfare Counseling Centers in partnership with the Chungnam Credit Guarantee Foundation. The Eastern Center in Cheonan and the Western Center in Hongseong County each serve as regional hubs. Any resident struggling with excessive debt or aggressive debt collection can make a phone reservation and receive a free in-person consultation.
 A Chungnam official said, "We are working closely with related institutions, including the Chungnam Credit Guarantee Foundation, so that residents burdened by excessive debt and debt collection can get back on their feet," adding, "We will further strengthen cooperation with cities, counties and partner institutions to improve access to financial welfare and its effectiveness, and we will reinforce the financial safety net for ordinary people even more."
