Seun Blocks 6-4-22 and 23 to Become Mixed-Use Complex with 484 Homes and a Large Library

[Financial News] An aging area in the Seun Redevelopment Promotion District, located in the heart of downtown Seoul, will be transformed into a mixed-use landmark with more than 400 housing units and a large public library.
The Seoul Metropolitan Government said on the 30th that it had conditionally approved a revision to the redevelopment promotion plan for Blocks 6-4-22 and 23 in the Seun Redevelopment Promotion District at the first Urban Planning Committee meeting held on the 28th.
The district, located around 108-21 Chungmuro 4-ga, Jung-gu, has shifted away from an office-centered development plan. Instead, it will be redeveloped into a mixed-use complex that combines housing, culture and green space to curb downtown decline and promote closer access between homes and workplaces.
The regulations will be eased to allow a floor-area ratio of up to 1,175%, a building coverage ratio of up to 50% and a maximum height of 167 meters. A total of 484 apartment units, ranging from 32 to 105 square meters, will be supplied. Of these, 50 units — 25 public rental homes and 25 private rental homes — will be set aside as rental housing. The project will also apply a social mix approach, placing sale and rental units together without distinction to promote housing stability and social integration.
The public contribution ratio will be sharply increased from about 13% to 23.7%, expanding infrastructure for local residents. In particular, a 3,470-square-meter public library will be built on the first to third floors of the building. The library will include open reading rooms and workshop spaces, as well as the Admiral Yi Sun-sin Archive, and is expected to serve as a cultural and learning hub for the area.
In addition, a 1,625-square-meter open green space will be created along Toegye-ro and Jinyang Sangga. It is expected to connect naturally with the Seun green corridor linking Jongmyo Shrine to Namsan, providing a place for citizens to relax in the middle of the city.
Kim Chang-gyu, head of Seoul’s Urban Space Headquarters, said, "This change to the plan reflects the city’s policy to expand housing supply in downtown areas." He added, "As a southern gateway to the Seun District, we will spare no administrative support so that it can be reborn as a pleasant green ecological mixed-use complex connecting Namsan and the city center."
