Hongcheon County sets record 1.0135 trillion won first supplementary budget under the 9th elected administration

[Financial News Hongcheon = Reporter Kim Ki-seop] Hongcheon County's budget has surpassed 1 trillion won for the first time.
According to Hongcheon County on the 28th, the county drew up a second supplementary budget for 2026 worth 1.0135 trillion won and submitted it to the county council that day. It is the first supplementary budget under the 9th elected administration and the largest in the county's history. The figure is 114.9 billion won, or 12.8%, higher than the first supplementary budget of 898.6 billion won. By account, it includes 930.5 billion won in the general account and 83 billion won in special accounts.
The main driver behind the record budget was securing national and provincial funding. Hongcheon County sought budget support from central government ministries and agencies as well as Gangwon State, and obtained subsidies that were 12.9% higher than the previous year's budget. It also raised funds through additional local allocation grants and other transfers.
The secured funds will be concentrated in three key areas: 35.7 billion won for future growth, 24 billion won for welfare, and 55.2 billion won for economic revitalization. More specifically, about 38.7 billion won was allocated to improve living conditions, about 17 billion won to raise quality of life, about 12 billion won to restore communities and boost the local economy, about 11.6 billion won to prepare for a vibrant future, and about 10 billion won to build eco-friendly infrastructure. In addition, the budget includes about 6 billion won for tailored welfare programs, about 4.5 billion won to ease farming and livestock management burdens, including half-price agricultural supplies, and about 1 billion won for social safety net projects.
Notably, the county set aside 5 billion won in a railway construction fund to secure stable financing for the Yongmun-Hongcheon metropolitan railway project. The move carries symbolic weight, as it lays the financial foundation for future development. Funding will also be steadily invested in large ongoing projects such as the creation of waterside parks. To help farmers struggling with rising raw material prices and climate change, the budget also includes support for agricultural fuel purchases and a business stability program for highland vegetable growers.
The budget also marks the starting point for implementing the promises made by the 9th elected administration. Hongcheon County allocated about 12 billion won for pledge-related projects, including the construction of park golf courses in Duchon-myeon and Naechon-myeon, a bypass access road to the park golf course in Naemyeon, welfare vouchers for female farmers, half-price agricultural supplies, early completion of the tunnel on the Majigi-Galmagok urban planning road, improvements to pedestrian roads for senior citizens, and expanded collection of agricultural byproducts. The budget will undergo review by the Hongcheon County Council and be finalized at a plenary session on Sept. 18.
Hongcheon County Mayor Shin Young-jae said, "With this first supplementary budget exceeding 1 trillion won, we will be able to accelerate the pledged projects and major county administration initiatives we promised." He added, "We will mobilize administrative resources to ensure that these results lead to changes in residents' lives and regional development through swift execution."
