Busan Metropolitan Council Opens 339th Extraordinary Session, Handles 134 Items Including Supplementary Budget

[Financial News] The Busan Metropolitan Council opened its 339th extraordinary session in the plenary chamber on the morning of the 28th. During this session, it will review and vote on this year's third supplementary budget for Busan Metropolitan City.
According to the council, a total of 134 items will be handled during the session, including 26 ordinance bills, 99 consent motions, one opinion hearing proposal, four resolutions, and four budget bills.

At the first plenary meeting that day, a total of 12 council members delivered five-minute free speeches, pointing out administrative gaps and inconveniences in areas directly felt by residents, including education, welfare, culture, sports, and transportation. They also offered policy suggestions for the city's development and institutional reform.
Specifically, Lee Jong-jin (Buk-gu 3) called for new solutions from the Busan Metropolitan City Office of Education in response to the sharp rise in aging schools. Kang Young-doo (Buk-gu 1) urged measures that make use of Nakdong River assets to promote balanced development in western Busan. Choi Hong-chan (Yeonje 1, People Power Party) said the first phase of the North Port project remains inactive despite infrastructure development and called for faster progress. Park Joung Soon (Saha 4, Democratic Party of Korea) said the plan to attract the Pompidou Center to Busan should be objectively verified for feasibility. Seo Kyung-tae (Sasang 2, People Power Party) said the Sasang regeneration project needs regulatory reform, including a review of reasonable permitted uses for industrial land. Choi Eun-young (Haeundae 2, Democratic Party of Korea) said Busan's six aging planned cities should be linked as one future-city model rather than handled as separate projects. Kim Dong-ha (Dongnae 1) criticized the city's irresponsible administration after the public squash court construction project in Busan fell through. Kim Eun-myeong (Yeongdo 1, People Power Party) said that despite the geographic proximity between Yeongdo and Jung-gu, there is no pedestrian connection axis, and proposed a project to improve walkability. Bae Gwan-gu, a proportional representative of the People Power Party, suggested ways to boost tourism to mark the 60th anniversary of the Busan-Kaohsiung sister-city relationship. Choi Jong-won (Saha 2) argued that relocating the Korea Development Bank to Busan is a national strategic task for the country's development. Kang Ju-taek (Jung-gu, People Power Party) urged that public sports facilities be included in the upper space of the Gyeongbu Line underground railway project. Kim Jung-won, a proportional representative of the Democratic Party of Korea, said additional support is needed for meals and safety for children not participating in the elementary school vacation care program.
On the 31st and on the first day of next month, nine council members are scheduled to question the city administration. They are expected to press the executive branch on pressing issues such as the relocation of the Korea Development Bank to Busan, the push for a mixed-use dome arena at North Port, and revitalization of the old downtown area, while calling for effective countermeasures.
From next month 2 to 7, each standing committee will review agenda items including the 2026 third supplementary budget bill for Busan Metropolitan City and the Busan Metropolitan City Office of Education, as well as ordinance and budget bills. The Special Committee on Budget and Accounts will then conduct a comprehensive review of the supplementary budget bill over three days from the 8th to the 10th.
Finally, the fourth plenary meeting will be held on the 11th of next month to deliberate and vote on the items reviewed by each committee. After the five-minute free speeches, the session will come to a close.
Meanwhile, the next 340th extraordinary session of the Busan Metropolitan Council is scheduled for the 29th of next month.
