[Financial News] The government has decided not to separately draw up an enforcement decree to define the scope of labor disputes under the Yellow Envelope Act. Instead, it will establish implementation guidelines.
A Cheong Wa Dae official said on the 28th, "Although the effect on the ground would be similar, we want to establish implementation guidelines that can be applied immediately, rather than an enforcement decree, which would take more than three months due to advance notice and regulatory review."
President Lee Jae-myung had previously called twice for more specific standards through subordinate legislation, including enforcement decrees and enforcement rules. After further review, the government decided to prioritize guidelines that can be put into effect more quickly than an enforcement decree.
The official explained, "After the guidelines are applied, we will monitor changes on the ground and consider other measures if necessary."
