"We already paid a fine yesterday" — After reporting off-leash dogs, a resident was suddenly ostracized at the park

[Financial News] A story has emerged about a person who was mocked after reporting dogs that were not on leashes at a park.

JTBC's Scandal Supervisor recently featured the story of a resident identified as A, who lives in Buk-gu, Gwangju.
In May, A went for a walk with a pet dog at a neighborhood park they often visit. Recently, A had frequently encountered so-called off-leash owners there, and on that day, one dog approached A and A's pet.
A explained what happened at the time, saying, "My dog was bitten by another dog in the past, so it gets very nervous when another dog approaches. That's why I use a double leash." A added, "Even then, I held the leash tightly and used my body to block the dog from coming closer, to prevent any collision or biting incident between the dogs."
The other dog's owner then appeared and asked A, "Does it bite?" A replied, "Please put the leash on." However, the other owner reportedly left with the dog without giving any real response.
After that, A continued to encounter dogs walking around the park without leashes.
A said, "Every time I went to the park, I couldn't properly use it because of dogs without leashes. It was very inconvenient." A added, "Even when I asked them to put the leash on, they would not even pretend to listen or answer. They would let their dogs run loose on the best patch of grass for one or two hours, and when there were many of them, five or six dogs would play there by throwing balls around without leashes, so I couldn't use that area at all."
In the end, A filmed the situation and filed a complaint through Safety e-Report. Later, A saw district office officials come out to crack down on dogs without leashes and explained the inconvenience they had felt and the fact that they had filed a complaint.

A later claimed that every time they went to the park, off-leash owners and people around them made mocking remarks.
One day, a group of more than 10 people mocked A. When A saw that they had brought dogs without leashes, A began filming to secure evidence. The group then continued with remarks such as, "So you came out to take pictures," "We already paid a fine yesterday," and "What a scary world this is."
When A told one owner, "Please put your dog's leash on. Off-leash dogs are running up to others," the owner shouted, "Off-leash, my ass! You only know A, B, and C. Do you think you're something just because you use a few English words? What are you, anyway?"
Feeling anxious and humiliated, A said they could not go back to the park for about two months after the incident.
Later, after A shared the experience on social networking service, a series of testimonies came in from nearby residents who said they also used the park often.
The neighbors said they had experienced similar incidents, commenting, "I use that park often, and it's really inconvenient. I wanted to report it to the police, but I've held back," "Those are the same owners I fought with before," and "They caused all kinds of problems, not just with off-leash dogs. When I said something, the owners even threatened me and came at me in a group."
Recently, one of the off-leash owners said they wanted to apologize to A, and the two reportedly met.
The owner apologized, saying, "It was just a joke between us, and we were only kidding. I'm sorry. I wasn't mature," but A said it did not feel like a real apology.
A filed a defamation complaint against them, but the investigation has reportedly been suspended in some cases because the individuals could not be clearly identified.
