" The goal is to develop and build the submarines domestically using our own nuclear reactors and shipbuilding technology, launch the first vessel in the mid-2030s, and operationalize them before 2040. To accelerate the process, the Nuclear Powered Submarine Policy Planning Group was established within the Ministry of National Defense, and the Defense Acquisition Program Administration's Korean Submarine Project Group was expanded and reorganized into the Nuclear Powered Submarine Project Group. The People Power Party proposed a bill to support the development of nuclear submarines.
Representative Yoo Yong-won of the National Assembly's Defense Committee introduced the "Special Act on the Nuclear Powered Submarine Project" on this day. This bill supplements the "Special Act on the Acquisition, Operation, and Safety Management of Nuclear Powered Submarines," which was announced for legislative review by the Ministry of National Defense last month. The biggest difference lies in who holds the command of the Strategic Committee leading the nuclear submarine acquisition project.
While the Ministry of National Defense's proposal stipulated that the Prime Minister serve as the chairman, Representative Yoo's proposal stipulates that the President directly assume the chairmanship. Representative Yoo emphasized, "We must establish a government-wide, all-out implementation system by appointing the President as the chairperson and the Chairman of the Joint Chiefs of Staff as a member.

Special provisions have also been made regarding research and development, cost calculation, testing and evaluation, contracts, advance procurement of materials, and the carryover of expenditure budgets. **As the legislative notice period for the Ministry of National Defense's proposal runs until the 7th of next month, Representative Yoo plans to ensure that the relevant bill is fully reflected in the government's proposal.
