【Financial News Gangneung=Reporter Kim Giseop】Gangneung ranked first among 18 cities and counties in Gangwon and was named the top institution in the joint local government evaluation.
According to Gangneung on the 27th, the 2026 awards ceremony for outstanding cities and counties in the joint local government evaluation was held that day at the provincial government office, where Gangneung was selected as the top institution and received an institutional commendation. This evaluation was based on last year's performance, with 75 points for quantitative indicator achievement, 20 points for qualitative contribution, and 5 points for city and county effort, plus bonus points. This was the first year cities and counties were evaluated separately, and Gangneung posted the highest score in the combined city-county assessment.
Gangneung earned the highest score in Gangwon State in the quantitative indicator category by actively promoting major national policy initiatives closely tied to residents' daily lives. It also received full marks for city and county effort thanks to systematic responses, including internal performance reviews, department-by-department indicator management, and training and consulting for staff in charge.
With the top ranking, Gangneung will receive an institutional commendation as well as 160 million won in fiscal incentives funded by a special grant from the Ministry of the Interior and Safety (MOIS). Public officials who contributed to the joint evaluation will also receive commendations from the Governor of Gangwon State.
Gangneung plans not to rest on this achievement and will continuously monitor progress, focusing on new and underperforming indicators to address any shortcomings. It also aims to strengthen interdepartmental cooperation, expand performance analysis by indicator, and enhance consulting for staff in order to improve the implementation of major national policies and the accountability of its administration.
Gangneung Mayor Kim Jung-nam said, "This is a valuable result made possible by the efforts of employees who worked for residents in their own roles and by close interdepartmental cooperation," adding, "We will do our best to systematically manage the joint evaluation indicators and steadily improve weak areas so that we can achieve better results in every field."
