Green Light for New Detour Roads in Ulsan's Munsu-ro and Ulju County Office~Beomseo Sections

[Financial News Ulsan = Reporter Choi Soo-sang] A road construction project aimed at easing chronic congestion on Ulsan's Munsu-ro, which has effectively lost its function as a main arterial road, and on the Ulju County Office~Beomseo section of National Route 14 is expected to move forward.
According to Ulsan Metropolitan City on the 27th, the detour road project for Munsu-ro, one of the city's most congested downtown roads, was selected the previous day as a candidate for a preliminary feasibility study by the Ministry of Planning and Budget.
Munsu-ro, which connects Gonguptap and Munsu Sports Park, is a chronic bottleneck used by about 69,363 vehicles a day. It has already lost its role as an arterial road, and its road service level, which reflects travel time and speed, has been rated at the lowest grade, F.
In addition, more than 10,000 households are expected to move into nearby areas through redevelopment and other development projects. Traffic congestion is likely to worsen further once construction begins on Ulsan Urban Railway Line 1.
To ease the congestion, the detour road will be built as a four-lane, two-way road over the 2.61-km stretch from the Mugeo-Okdong district in Nam-gu (Nambusunhwando-ro) to Namsan Leisure Park (Geoma-ro), in order to divert traffic from Munsu-ro. The total project cost is 137.7 billion won. The preliminary feasibility study is expected to take about 10 months, and if the project is deemed viable, detailed design work will begin in the first half of 2028.
Mayor Kim Sang-wook said, "The selection of the Munsu-ro detour road project for a preliminary feasibility study is the result of Ulsan Metropolitan City's active efforts." He added, "We will focus on consultations with the central government and on shortening administrative procedures so the detour road can open as early as possible."
Another detour road project, for the National Route 14 section between the Ulju County Office and Beomseo, is intended to relieve chronic congestion around the Shinbok Intersection and respond to traffic demand from large-scale development projects, including the Daun 2 public housing district, Yulhyeon district, Taehwagang riverside district, and the Ungchon and Gokcheon districts.

Fortunately, the preliminary feasibility study results for this project passed review at the Ministry of Planning and Budget's Fiscal Investment Evaluation Committee meeting held the previous day. The project will be finalized after review by the road policy committee of the Ministry of Land, Infrastructure and Transport and inclusion in the 6th National and Local Road Construction Plan for 2026 to 2030. The total project cost is 391.4 billion won. The road will be built as a four-lane, two-way route spanning 7.7 km from Yulri in Cheongnyang-eup, Ulju County, to the Daun 2 public housing district in Beomseo-eup. Completion is expected in 2035.
Once the road is built, it is expected to ease severe congestion in the Beomseo, Samho, and Cheongnyang areas, where daily traffic volume reaches 65,897 vehicles. It will also add a new transportation network linking the northern and southern parts of Ulsan.
