Guro District Sets Standards for Redevelopment Consent Forms and Committees to Speed Up Projects

[Financial News] Seoul's Guro District has drawn up detailed measures to improve redevelopment procedures, including a system for numbering consent forms.
According to Guro District on the 26th, the plan focuses on clarifying the process for assigning serial numbers to consent forms and for forming resident-led redevelopment promotion committees in projects such as fast-track integrated planning.
The measures include strengthening eligibility requirements for applicants seeking consent-form numbering, setting standards for recommendations by landowners, reviewing whether the proposed project area is appropriate before numbering consent forms, standardizing procedures for forming resident-led promotion committees, and establishing criteria for drafting, sealing and verifying the validity of consent forms.
First, the district established stricter qualification requirements for applicants requesting consent-form numbering and set standards for recommendations by landowners. It also said it will review the appropriateness of the proposed area in advance before assigning numbers, and, if necessary, seek advice from the district's urban redevelopment expert advisory panel.
The district also standardized the process for forming resident-led redevelopment promotion committees. Under the new system, the project lead will explain the selection process for provisional executives and promotion committee members, then proceed through candidate registration and confirmation, voting and ballot counting, announcement of selected members, formation of provisional committee members, and finally apply for numbering.
The district expects the new measures to reduce differences in how individual officials handle cases and to prevent resident conflicts caused by collecting consent forms without proper representation or by arbitrary project promotion.
Jang In-hong, mayor of Guro District, said, "Because redevelopment projects directly affect residents' property rights and living environments, fairness and transparency in the process are important." He added, "We will do our best to clarify administrative procedures so that redevelopment projects can move forward quickly and to prevent conflicts among residents."
