Korea Land Trust announced on the 26th that the A-1 Zone of Sangdo 21 District, a Moa Town project in the area around 242 Sangdo-dong, Dongjak District, Seoul, had fully secured the legal consent requirements for designation as the project operator and had formally submitted the designation consent form to Dongjak-gu Office.
The overall consent rate among landowners and other rights holders in the A-1 Zone reached 78.5%, comfortably above the legal threshold of 75% or more. It also met all other legal requirements for project operator designation, including consent from at least two-thirds of the land area and consent by building within apartment complexes. Despite obstacles such as some rumors, the project advanced to the formal administrative process about four months after consent collection began, thanks to residents' unity and trust.
The Moa Town project area around 242 Sangdo-dong covers about 69,120 square meters and is being developed in three zones. According to the latest project plan, the entire Sangdo 21 District is expected to include a large apartment complex with about 1,629 households and supporting facilities, including 539 households in the A-1 Zone. Detailed construction plans will be finalized during the future permitting process.
The district has a strong location, situated between Sindaebangsamgeori Station and Jangseungbaegi Station on Seoul Subway Line 7. A large residential belt is expected to take shape in connection with nearby Sangdo 14 and 15 Districts. Under the Moa Town management plan, major roads such as Seongdae-ro will be widened, and public pedestrian passages, school routes, and plaza-style community spaces will be expanded, significantly improving living conditions in the aging low-rise residential area.
The A-1 Zone designation application is also expected to give momentum to the A-2 and A-3 Zones, where consent rates are still being secured. If the three zones are linked organically in the future, integrated infrastructure improvements and a more coordinated community plan could be established.
A Korea Land Trust official said, "The application for designation as the project operator for the A-1 Zone is an important turning point for the entire Sangdo 21 District project," adding, "We will maximize project stability based on transparent and systematic fund management, as well as our expertise in permitting and design."
