Special Prosecutor Kwon Chang-young Says "The War Against Insurrectionist Forces Starts Now"... Proposes Permanent Special Investigation Headquarters and Fact-Finding Committee

[Financial News] The second comprehensive special investigation led by Special Prosecutor Kwon Chang-young abruptly proposed creating a permanent Special Investigation Headquarters and a Fact-Finding Committee to conduct long-term investigations into the remaining allegations, saying that the so-called "insurrectionist forces" still retain their capabilities and intent. Kwon made the remarks on the 24th while announcing the final investigation results at the special prosecutor team office in Gwacheon-si, Gyeonggi-do.
Kwon said, "Because the crime of insurrection destroys the constitutional order, it is a constitutional offense and has qualitatively different characteristics from ordinary criminal offenses," adding, "Constitutional offenses are crimes against the state, planned collectively, systematically, over the long term, and on a massive scale."
He went on to say, "Under international humanitarian law, such crimes are treated as war crimes. Well-known examples include the Nuremberg Trials and the International Military Tribunal for the Far East," and emphasized, "Only by investigating and trying them at that level can we properly recognize and punish these crimes, and we need to root out the insurrectionist forces at their source."
He also clearly pointed to the physical limits of the special prosecutor team’s 180-day investigation. Kwon said, "Only a very small number of people have been investigated so far," and added, "The insurrectionist forces have preserved their will, so if they get another chance, they could stage an insurrection again, and I believe there is even a possibility of success."
Kwon also said, "The essence of the crime of insurrection is collective, organized, and long-term, so it requires a prolonged investigation. This is an issue that simply cannot be resolved with a six-month special probe," and noted, "Many state institutions were involved, and because this is a long-term, organized case, the National Office of Investigation alone may face limitations."
As an alternative, he proposed forming a permanent special investigation headquarters in which various investigative agencies would participate jointly, allowing for a systematic and long-term probe.
He also raised the need to establish a Fact-Finding Committee to handle lower-level participants. Kwon said, "It is impossible to investigate and punish every participant in a war crime one by one because there are too many," and added, "Once the special investigation headquarters has made some progress, we should also consider establishing a Fact-Finding Committee to secure statements from officials and participants."
He further said, "After the investigation and punishment focus on the key figures, large-scale immunity or amnesty for lower-level officials will be necessary on the condition that they reveal the truth and cooperate in the fact-finding process."
