At the time, the North Korean soldiers were believed to have been conducting patrol activities. After the warning shots, they returned north, and no further unusual movements were detected.
Under the rules of engagement, South Korean troops first issue warning broadcasts when an incursion is suspected, such as when North Korean soldiers approach the MDL. If North Korean troops actually cross the MDL, warning shots are fired to drive them back north.
From 2024 to 2025, North Korean troops carried out work to turn the MDL area into a border line, in line with Pyongyang’s stance that inter-Korean relations are those of “hostile two states.” During that process, troops assigned to clearing barren land and related tasks frequently crossed the MDL and moved south. There were 17 confirmed MDL violations by North Korean troops last year.
By contrast, there had been no North Korean MDL violations this year before this latest case, and South Korean troops had not fired warning shots until now.
Some analysts say this may be because North Korean troops had effectively completed barren-land clearing work near the MDL by the end of last year, reducing the need to approach the front line.
Barren-land clearing involves removing brush around the MDL to improve visibility and leveling the ground. With most of that work finished, the need for North Korean troops to move right up to the MDL has also decreased, according to the explanation.
North Korean troops are now said to be focusing on building tactical roads and installing fences in the cleared areas. Compared with barren-land clearing, those tasks are carried out farther to the rear, away from the MDL.
