Land Transaction Permit Zone to Cover Area Around Gwangju Military Airport Where Semiconductor Industrial Complex Will Be Built

On the 9th, the Ministry of Land, Infrastructure and Transport said it would designate 364.19 square kilometers around the planned site of the Honam Semiconductor Advanced National Industrial Complex as a land transaction permit zone for two years, from the 14th through July 13, 2028. The ministry and Jeonnam-Gwangju Integrated Metropolitan City finalized the designation after deliberation by the Central Urban Planning Committee.
The designated area covers all of Dong District, Gwangju; Seo-gu, Gwangju; Nam District, Gwangju; Buk-gu, Gwangju; and Gwangsan District, as well as Naju-si, Jangseong County, and Hwasun County.
The designation follows the government's announcement on the 6th at a public-private joint review meeting on mega projects that it would build a semiconductor national industrial complex in the Honam region on the site of Gwangju Military Airport. In a land transaction permit zone, anyone seeking to trade land above a certain size must obtain approval from the relevant mayor, county governor, or district chief. Residential land can be approved only if the purchase is for actual residence, while commercial and industrial land must be for genuine business purposes, limiting speculative transactions. Even approved land is subject to an actual-use obligation for up to five years, and violations can lead to enforcement orders and fines for noncompliance.
The Ministry of Land, Infrastructure and Transport and Jeonnam-Gwangju Integrated Metropolitan City plan to closely monitor land transaction trends after the designation. If suspicious cases involving abnormal transactions or speculation are identified, they said they will respond firmly in cooperation with relevant agencies.
