Revision of differing donation standards for the same damage... Discussion on unifying the National Disaster Relief Fund

This is intended to reduce the problem where criteria for disbursing funds differ depending on the type of disaster, even when the level of damage is the same. According to the Ministry of the Interior and Safety on the 7th, a "Seminar to Explore Directions for Unifying the National Disaster Relief Fund System" will be held on the 10th at the Go Soon-cheong Seminar Room in the Hyehwa Hall of Dongguk University.
Currently, the National Disaster Relief Fund is subject to different laws depending on the type of disaster. Donations for damages from natural disasters such as typhoons, heavy rain, and earthquakes are paid as "relief funds" under the "Disaster Relief Act.
" On the other hand, donations for damages from social disasters such as fires, collapses, and tragedies are managed as "donations" under the "Act on the Collection and Use of Donations. " The problem is that even if similar damage is suffered, the criteria and procedures for disbursing funds can differ depending on how the disaster is classified.
From the perspective of disaster victims, issues of equity have been consistently raised as support methods differ even when the severity of damage is similar. At this seminar, the Ministry of the Interior and Safety plans to share directions for improving the disaster relief fund system researched by the Korean Association of Public Administration and discuss measures to unify the system through expert discussions.
Major relief organizations, including the National Disaster Relief Association, the Korean Red Cross, and the Community Chest of Korea, will also participate. Private organizations registered for donations and local governments will also join the seminar.
The Ministry of the Interior and Safety intends to gather public opinions through surveys following the seminar. Based on this, it plans to review the shortcomings of the current fund system and prepare specific improvement measures.
