In a post on Facebook that day, Kim said, "If the internet was a revolution in information, AI is a revolution in production. AI competition is moving beyond an algorithm race to a competition in production capacity."
Kim asserted that "the winner in the AI era is likely to be the country that has a production system." In other words, competition is expanding beyond companies and into competition among nations.
He explained that "the state is no longer merely a regulator of the market, but a production platform that builds power grids, develops industrial sites, and organizes supply chains."
He outlined three roles for the state in this context: a state that reconnects the gains of production back into production, a state that builds production infrastructure, and a state that reproduces production capacity.
He noted that "a nation is not complete through production alone. AI raises productivity, but the market does not automatically distribute the gains." He added that "welfare is not an institution that stands in opposition to production."
In particular, he said that "welfare is an investment that links the excess profits created by the production revolution to the next generation's production capacity and social trust." He added that "production is the premise for distribution, and fair distribution in turn makes greater production possible. The state is the entity that designs that virtuous cycle."
