[Financial News] As the ruling and opposition parties remained deadlocked in negotiations over committee assignments for the second half of the 22nd National Assembly of the Republic of Korea, the Speaker of the National Assembly stepped in and set a deadline. He asked the floor leaders of both parties to submit the list of standing committee members by the 24th.
On the 22nd, the Speaker presided over a meeting between Han Byung-do of the Democratic Party of Korea and Jeong Jeom-sik of the People Power Party, and asked them to "submit the list of standing committee members by the 24th."
The Speaker's basis for setting the deadline for the ruling and opposition floor leaders is the National Assembly Act. Under the current law, the floor leader of a negotiating group must ask the Speaker to appoint new members three days before the current standing committee members' terms expire. If no request is made, the Speaker may make the appointments.
In other words, if the list of standing committee members is not submitted by the 24th, the Speaker is warning that he will proceed with the committee assignments under his own leadership.
The Democratic Party of Korea is also treating the 24th as the deadline. With the confirmation hearing for Prime Minister nominee Han Seong-sook set for the 25th and 26th, and a lawmakers' workshop scheduled for the 3rd of next month, the party aims to complete the committee assignments before then.
Meanwhile, negotiations between the ruling and opposition parties over committee assignments have stalled over the chairmanship of the Legislation and Judiciary Committee. The Democratic Party of Korea wants to take the lead on the committee, which reviews all bills, in order to speed up legislation for state policy tasks, while the People Power Party argues that the opposition should lead the committee to check the ruling party's unilateral push for legislation.
