[Financial News] The full text of the ceasefire memorandum that the Trump administration reportedly signed electronically with the Islamic Republic of Iran on the 14th local time was made public on the 17th through U.S. government officials and local media outlets, including Axios. The memorandum, whose official signing ceremony is scheduled for the 19th in Bürgenstock, Switzerland, reads as follows.
Clause 1. By signing this memorandum, the United States, the Islamic Republic of Iran, and their allies currently involved in the war declare the immediate and permanent end of military operations on all fronts, including Lebanon.
The parties concerned shall not initiate any further war or military operations against one another, shall refrain from the threat or use of force, and shall commit to guaranteeing Lebanon's territorial integrity and sovereignty. The final agreement will confirm the permanent end of the war on all fronts, including Lebanon, as well as other provisions beyond this clause.
Clause 2. The United States and the Islamic Republic of Iran pledge to respect each other's sovereignty and territorial integrity and to refrain from interfering in each other's internal affairs.
Clause 3. The United States and the Islamic Republic of Iran pledge, by mutual consent, to negotiate and reach a final peace agreement within 60 days. The 60-day period may be extended by mutual agreement.
Clause 4. Upon signing this memorandum, the United States will begin lifting the naval blockade and all measures that obstruct or impede the Islamic Republic of Iran, and it pledges to withdraw U.S. troops from areas near the Islamic Republic of Iran within 30 days after the final agreement.
Clause 5. Upon signing this memorandum, the Islamic Republic of Iran will do its utmost for 60 days to ensure the safe passage of commercial vessels from the Persian Gulf to the Gulf of Oman and back at no cost. Commercial shipping will resume immediately and will be restored within 30 days, taking into account the need to remove technical and military obstacles and to clear mines laid by the Islamic Republic of Iran. The Islamic Republic of Iran will also hold talks with the Sultanate of Oman while consulting Gulf littoral states to define the future management and maritime services of the Strait of Hormuz in accordance with applicable international law and the sovereignty of states bordering the Strait of Hormuz.
Clause 6. The United States will work with regional partners to establish a firm, mutually agreed plan worth at least $300 billion for the reconstruction and economic development of the Islamic Republic of Iran. The implementation mechanism for this plan will be finalized as part of the final agreement within 60 days. The United States will determine all licenses, waivers, and approvals needed for related financial transactions.
Clause 7. The United States pledges to end all forms of sanctions on the Islamic Republic of Iran, including UNSC and IAEA Board resolutions and U.S. primary and secondary sanctions, according to the schedule agreed as part of the final agreement. The Islamic Republic of Iran and the United States recognize the critical importance of lifting the aforementioned sanctions and express their intention to address these issues immediately in negotiations aimed at reaching mutual agreement.
Clause 8. The Islamic Republic of Iran reaffirms that it will not acquire or develop nuclear weapons. The United States and the Islamic Republic of Iran have agreed to address the disposition of stockpiles of enriched material under a mechanism to be mutually agreed in line with the schedule referred to in Clause 7, using, at a minimum, on-site dilution under IAEA supervision. The two sides also agreed to discuss enrichment issues related to the Islamic Republic of Iran's nuclear needs, as well as other mutually agreed matters, on the premise that a satisfactory framework emerges in the final agreement. The final agreement will confirm the provisions of this clause. The United States and the Islamic Republic of Iran recognize the critical importance of the aforementioned nuclear issues and express their intention to address them immediately in negotiations to reach mutual agreement.
Clause 9. The United States and the Islamic Republic of Iran agree to maintain the status quo until a final agreement is reached. The Islamic Republic of Iran will maintain the current status of its nuclear program, while the United States will not impose new sanctions or deploy additional forces to the region.
Clause 10. Immediately after signing this memorandum and until sanctions are lifted, the United States pledges to issue waivers from the U.S. Department of the Treasury for the export of Iranian oil and petroleum byproducts, as well as related services including banking transactions, insurance, and transportation.
Clause 11. The United States pledges to ensure the full use of frozen or restricted funds and assets of the Islamic Republic of Iran once the memorandum takes effect. The United States and the Islamic Republic of Iran will mutually agree during negotiations on the procedures for releasing these funds. Whether the funds remain in their original accounts or are transferred, they will be fully available for payment to the final beneficiaries designated by the Central Bank of the Islamic Republic of Iran. The United States pledges to issue all necessary licenses and approvals for this purpose.
Clause 12. The United States and the Islamic Republic of Iran agree on an enforcement mechanism to monitor the successful implementation of the memorandum and future compliance with the final agreement.
Clause 13. The United States and the Islamic Republic of Iran will proceed with negotiations on the final agreement only for the remaining provisions, on the condition that implementation of Clauses 1, 4, 5, 10, and 11 has begun and the relevant measures are carried out.
Clause 14. The final agreement will be approved by a binding UNSC resolution.
