[Financial News] The United States and Iran signed a ceasefire memorandum digitally on the 15th local time, and an Iranian media outlet has again reported details of the draft. U.S. Vice President JD Vance said President Donald Trump could release the contents of the document before the official signing ceremony on the 19th.
On the 15th, the semi-official Iranian outlet Mehr News Agency reported the draft of the U.S.-Iran ceasefire memorandum, which consists of 14 items. The outlet had already reported the draft on the 12th and cited officials again on the 14th.
The 14 clauses mentioned again this time include an immediate and permanent end to hostilities in Lebanon and all other fronts; U.S. noninterference in Iran's internal affairs and respect for its sovereignty; lifting the U.S. naval blockade of Iran within 30 days; withdrawal of U.S. forces from around Iran; reopening the Strait of Hormuz within 30 days in line with Iran's operating procedures; ending sanctions on the sale of Iranian oil and related products and guaranteeing access to Iran's related financial assets; submission of reconstruction plans for Iran by the United States and its allies, worth $300 billion; final ceasefire talks over the next 60 days centered on Iran's denuclearization, with the lifting of U.S. primary and secondary sanctions on Iran as well as UN and International Atomic Energy Agency (IAEA) sanctions during that process; reaffirmation of Iran's denuclearization obligations under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT); a ban on additional U.S. troop deployments and new sanctions on Iran during the final talks; lifting the freeze on $24 billion in Iranian overseas assets, half of which would be released before negotiations begin; establishment of a monitoring and verification mechanism to implement the ceasefire agreement; a UN Security Council resolution on the final agreement; and a provision that final negotiations would begin after the freeze on overseas assets, oil sanctions, and the naval blockade are lifted, with the agenda limited to nuclear material handling and Iran's economic reconstruction.
The report on the 15th was almost identical to the earlier draft. As in previous reports, Mehr said the memorandum does not include Iran's missile development or support for pro-Iran forces in the Middle East.
The draft reported by Mehr has not been independently verified, and it has not been confirmed whether it matches the actual terms of the negotiations. Trump arrived in France on the 15th to attend the Group of Seven (G7) summit and referred to the ceasefire memorandum. He said, ahead of the official signing ceremony reportedly set for Geneva, Switzerland, on the 19th, that "the agreement has all been signed." That day, Vance said both sides had already electronically signed the memorandum the previous day. Trump also said of the Strait of Hormuz, "As you know, the strait is already partially open," adding that "it will be fully open on Friday (the 19th)."
When asked when the actual text of the memorandum would be released, Trump replied, "Probably pretty soon," adding, "I would say sometime after Friday. I think at some point in the very near future." Vance, meanwhile, said in an interview with Fox News on the 15th that Trump could release the contents of the memorandum before the 19th.
