[Financial News] Applications for the second round of High Fuel Price Relief Payments will begin on the 18th. About 36 million people, or 70% of the population, will receive between 100,000 won and 250,000 won per person depending on where they live. Eligibility can be checked through the National Secretary notification service. Starting on the first day of applications, the 18th, people can also directly verify whether they qualify through card company websites or the NHIS website.
According to the Ministry of the Interior and Safety (MOIS) on the 17th, applications for the second round of High Fuel Price Relief Payments will run for about seven weeks, from 9 a.m. on the 18th to 6 p.m. on July 3. The payments can be used until August 31, and any remaining balance not spent by then will expire.

The payment amount varies by region. Residents of the Seoul metropolitan area will receive 100,000 won, while those in non-capital regions will receive 150,000 won. Priority support areas in depopulating regions will receive 200,000 won, and special support areas in depopulating regions will receive 250,000 won.
People who were eligible for the first round but did not apply during the application period from April 27 to May 8 can also apply during this second round.
To prevent congestion and system overload during the first week, applications will be staggered by birth year. Those born in years ending in 1 or 6 can apply on Monday, the 18th; those ending in 2 or 7 on Tuesday, the 19th; those ending in 3 or 8 on Wednesday, the 20th; those ending in 4 or 9 on Thursday, the 21st; and those ending in 5 or 0 on Friday, the 22nd. On the weekend of the 23rd and 24th, online applications will be open to all eligible applicants. Offline applications will not be accepted on weekends.
Eligibility is determined based on household health insurance contributions. Even if a person has low earned income, they will be excluded if their total assessed property tax base last year exceeded 1.2 billion won or if their financial income was more than 20 million won. For dual-income households and other multiple-income households, the health insurance contribution standard is calculated as if the household had one additional member.
Appeals can be filed online through e-People or offline at an Administrative Welfare Center. During the first week, appeals will also follow the birth-year-based day-of-week system.
Applications can be submitted through card company apps and websites, partner banks, or Administrative Welfare Centers. People who want to receive the payment on a credit or debit card can apply through a card company website, app, or call center. They may also visit a bank branch linked to their card to apply. However, bank branches are open only until 4 p.m. on weekdays.
Those who want to receive the payment as a Local Love Gift Certificate can apply through the local government's Local Love Gift Certificate app or website. People who prefer paper gift certificates or prepaid cards can visit an Administrative Welfare Center, community center, or township office in their area and present an ID.
Residents of special cities, metropolitan cities, Sejong Special Self-Governing City, and Jeju can use the payment within the relevant special city or metropolitan city. Residents of provinces can use it in the city or county corresponding to their address. Any unused balance after the deadline will be forfeited.
