[The Financial News] Government Complex Seoul, located just a few meters from the BTS concert stage to be held at Gwanghwamun on the 21st, is being called the best possible spot to watch the show live.
The distance from the parking lot of Government Complex Seoul to the stage is only a few meters. Staff can also look down on the BTS stage from their office windows. Employees of the Ministry of Unification (MOU), the Ministry of Foreign Affairs of the Republic of Korea, and other agencies work in the complex, which overlooks the BTS stage. However, as Government Complex Seoul is designated a national security facility, access for anyone other than government employees is strictly controlled. On the day of the concert, even outside visitors with business at the complex will be barred from entry, except for those who are on duty.
On the 20th, the management office of Government Complex Seoul announced that it will close the main gate of the main building and the annex housing the Ministry of Foreign Affairs from midnight to 24:00 on the day of the BTS concert. It also said that family members of complex employees and other outsiders will not be allowed to enter.
In addition, only those who are already registered in the facial recognition system will be permitted to enter. The rooftops of both the main and annex buildings will also be closed. Still, civil servants who are working at Government Complex Seoul over the weekend are expected to be able to watch the BTS concert from their offices.
For members of the public who cannot get into Government Complex Seoul, competition is expected to be intense for prime viewing spots around Gwanghwamun. As a result, a safety advisory has been issued for the concert venue and surrounding areas near Gwanghwamun Square.

On the 19th, Seoul Mayor Oh Se-hoon inspected the BTS stage being set up at Gwanghwamun Square. The inspection was aimed at preventing unexpected accidents, as at least 200,000 people are expected to pour into the Gwanghwamun area at once.
Since the Seoul Halloween crowd crush in Itaewon, Mayor Oh has emphasized routine training to prepare for accidents that can occur when large crowds suddenly converge in the city center. The Seoul Metropolitan Government held deputy mayor–level meetings and separate safety review sessions, checking fire and structural safety at about 400 locations, including subway ventilation shafts, construction site barriers, and nearby multi-use facilities.
The Ministry of the Interior and Safety also convened a "BTS Comeback Event Crowd Safety Management Countermeasure Meeting" with relevant agencies to review measures to prevent crowd-related accidents. On the 19th and 20th, under the ministry’s lead, a Joint Government Safety Inspection Team made up of public and private experts carried out on-site inspections of the concert venue and surrounding areas, checking facilities, crowd flow, emergency response, and traffic. Minister Yoon Ho-jung personally toured the area to conduct a final inspection of locations at high risk of crowd congestion.
The Seoul Metropolitan Police Agency (SMPA) held a safety countermeasure review meeting chaired by the Seoul police chief and examined crowd control plans, including deploying a large number of senior officers in charge across the Gwanghwamun area. The National Fire Agency (NFA), in line with the concert, issued a national firefighting mobilization order and announced the highest level of fire safety measures, mobilizing about 800 personnel and 100 pieces of equipment.
Seoul Mayor Oh Se-hoon speaks after completing an inspection of the BTS concert preparations on the central staircase of the Sejong Center for the Performing Arts in Jongno-gu, Seoul, on the 19th. The central staircase of the Sejong Center for the Performing Arts is considered a prime viewing spot, as people can watch the concert via the KT Corporation (KT) electronic billboard across the street. However, there are significant safety concerns if large crowds gather on the stairs. Yonhap News
