President Lee orders official government review of constitutional amendment: "It would be good to include the spirit of the May 18 Democratization Movement and the Busan–Masan Uprising"

According to The Financial News, President Lee Jae Myung on the 17th ordered an "official review at the government level" regarding a constitutional amendment.
At the 10th meeting of the State Council of South Korea held at Government Complex Sejong that day, Lee said, "Did not the Speaker of the National Assembly propose that we amend the Constitution sequentially, starting with agendas that are easy to reach agreement on?"
Lee went on, "As I recall, the idea of including the spirit of the May 18 Democratization Movement in the preamble of the Constitution is something the opposition has also long advocated and has promised countless times." He added, "The public would not oppose it, and I believe people generally agree on strengthening local autonomy and tightening the requirements for declaring martial law, and the opposition is unlikely to object either. The government should also pay attention to these issues and work to ensure progress is made."
He added, "Let us do what can be done at the government level."
Lee continued, "Questions of fairness and balance always arise. I recall that, when the opposition talked about putting the spirit of the May 18 Democratization Movement into the preamble, they also suggested including the Busan–Masan Uprising." He said, "If we include the Busan–Masan Uprising at the same time, we can reduce controversy over fairness, and it could also serve as an example of gradual, step-by-step reform."
