President Lee moves to tighten enforcement of Seven Key Fairness Agenda Items...on vishing, "administrative orders also under review"

According to The Financial News, President Lee Jae Myung on the 6th personally reviewed the government’s response to Voice phishing (vishing), stock price manipulation, illegal real estate practices, large-amount malicious tax delinquency and other so-called "Seven Key Fairness Agenda Items" during a closed-door meeting of senior presidential secretaries, and called for stronger enforcement. In particular, regarding relief for vishing victims, he remarked, "If we are bound by the law and relief for ordinary citizens is delayed, that is a problem," and raised the need for a swift response through enforcement decrees or even administrative orders.
Spokesperson Kang Yu-jeong stated at a post-briefing on the 26th Senior Presidential Secretary Meeting held at Chunchugwan that, "In the closed-door session, there was discussion of countermeasures and response plans for the Seven Key Fairness Agenda Items: drug crimes, public sector corruption, vishing, illegal real estate practices, large-amount malicious tax delinquency, stock price manipulation, and serious industrial accident."
In the briefing on the comprehensive response to vishing, Lee Jae Myung placed particular emphasis on quickly blocking damage and providing relief. He noted, "In financial damage relief, time is of the essence," and added, "Would it not be better to move urgently, even through enforcement decrees or administrative orders, to further reduce the damage?" This signaled that Cheong Wa Dae intends not to wait only for legislative fixes, but to move first and faster within the scope of executive authority in responding to crimes that harm people’s livelihoods.
He also reaffirmed a hard-line stance on stock price manipulation and large-amount malicious tax delinquency. Regarding measures to eradicate unfair trading in the capital market, such as stock price manipulation, Lee Jae Myung reviewed the performance of the Joint Stock Price Manipulation Response Team and examined tasks for improving related laws and systems. On measures against large-amount malicious tax delinquency, he pointed out that methods of evading tax collection are becoming increasingly sophisticated and stressed the need to increase the number of personnel responding to such schemes. He further proposed institutionalizing strict responses to fraudulent conveyance, as well as manuals for confiscation, additional collection, and recovery of criminal proceeds.
Responses to illegal real estate practices and serious industrial accident were also reviewed. Lee Jae Myung checked how far the legislative process has progressed on establishing the Real Estate Supervisory Service. In a report on plans to reduce serious industrial accident, he said, "Industrial accidents causing loss of life due to failure to implement safety measures must be dealt with strictly through penalty surcharges, not simple fines." He also ordered the relevant secretary’s office to report again on how much the pattern of fatal accidents caused by black ice has improved.
On drug crimes, he called for more advanced measures to block smuggling. After asking about the results of the second intensive inspection at the postal logistics center, Lee Jae Myung said, "As techniques for smuggling drugs into the country become increasingly sophisticated, our response must also be thorough," and instructed officials to upgrade forensic systems through investment in Research and Development (R&D). On public sector corruption, he commented that both autonomy and accountability must be strengthened at the same time.
He also issued a reminder on internal discipline and organizational management within Cheong Wa Dae. Lee Jae Myung said, "The public service community at Cheong Wa Dae has stabilized, but at the same time we must beware of becoming bureaucratic," adding, "Maintaining your original commitment is precisely what prevents bureaucratization." He went on to stress that, "In the public sector, we form an equal community with different roles," and said that situation reports should come from various ranks and that communication channels must not be blocked so that opinions from below can reach higher levels.
