Constitutional Court President Kim Sang-hwan: "I feel a heavy responsibility over introducing constitutional complaints against court rulings... We will prepare thoroughly"

According to Financial News, Constitutional Court President Kim Sang-hwan stated on the 6th, in relation to the introduction of the constitutional complaint against court rulings system, that he "feels a heavy responsibility in light of the will and expectations of the people."
At around 8:53 a.m. that day, Kim made the remarks when he met reporters on his way to work at the Constitutional Court of Korea in Jongno District, Seoul, after being asked about his thoughts on the introduction of constitutional complaints against court rulings and his plans for future preparations.
He added, "We will pool all the wisdom and capabilities of the Constitutional Court of Korea, prepare thoroughly, and faithfully carry out our duties."
When asked about concerns that the budget for hiring additional staff may be insufficient, he replied, "We are preparing well," and said, "I will explain in due course."
A constitutional complaint against court rulings is a system that allows an individual who believes that a court decision has violated his or her constitutional fundamental rights to file a constitutional complaint with the Constitutional Court of Korea and seek the annulment of that decision.
Under the current Constitutional Court Act, court rulings are, in principle, excluded from the scope of constitutional complaints, but a recently passed amendment to the Act now allows such complaints.
In anticipation of an increase in cases following the introduction of constitutional complaints against court rulings, the Constitutional Court of Korea is reportedly planning to operate a dedicated preliminary review division composed of eight constitutional researchers. However, rulings that have become final at the first and second instance levels will be excluded from the scope of such complaints.
