"AI Goes to the Supreme Court and Schools" KT to Showcase Public-Sector AX Pilot Results at MWC

KT won the Supreme Court of Korea’s "AI Platform Construction Project for Supporting Judicial Affairs" last year and has been developing and operating the Hi-Learning AI-based Teaching and Learning Platform for the Gyeonggi Provincial Office of Education since 2023. At this year’s exhibition, the company will present real-world pilot results from both projects.
The AI system for supporting judicial affairs applies AI technology to core trial-related tasks such as searching for similar precedents, analyzing key issues, and drafting documents. The goal is to improve the productivity of judges, judicial researchers, and court officials. KT plans to gradually implement an optimized database and customized AI services, drawing on its commercial know-how in legal technology (legal tech) AI.
The project will be carried out in four phases over a total of 45 months. It has been designed as a highly complex initiative that must meet 128 requirements across 12 areas for actual end users. Currently, the first-year "Intelligent Legal Information Search" component is in a pilot open stage, and additional services will be rolled out sequentially.
The AI platform for supporting judicial affairs incorporates a variety of services, including intelligent semantic search and research, summary and issue analysis, review and analysis of new cases, assistance in drafting judgments and review reports, and extraction and de-identification of personal information. Among these, KT will focus on presenting the "Intelligent Legal Information Search" service at MWC 2026, highlighting its ability to understand the context of legal documents and perform advanced search and analysis.
The Intelligent Legal Information Search service combines a vector database with Retrieval-Augmented Generation (RAG) technology. Based on this, it enables functions such as searching for similar precedents and precise document-based question-and-answer. It also supports real-time speech-to-text conversion and new-case review and analysis, thereby improving the operational efficiency of judicial work.
KT will deploy an optimized lineup of Large Language Models (LLM) for judicial support, using its MI:DEUM K 2.0 and two Llama K models. The company has pre-trained its proprietary language models on 20 billion pieces of high-quality legal data to secure model performance.
Leveraging its expertise in understanding legal documents and search, KT is also building a database based on more than 8.38 million source documents, totaling about 25 terabytes (TB). These include judgments, complaints, briefs, answers, transcripts, and reference materials.
Since 2023, KT has been providing Hi-Learning in partnership with the Gyeonggi Provincial Office of Education, the largest regional education office in Korea. Hi-Learning is an AI-based digital platform that teachers and students can use throughout the entire class process in public education. It supports teachers in designing and running digitally based lessons and helps students with self-directed and personalized learning.
One of Hi-Learning’s key features is "AI Diagnostic Recommendation." Students can assess their own abilities and set learning goals. Based on the diagnostic results, AI recommends learning content tailored to each student’s level and learning pace.
Teachers can easily design and conduct classes within Hi-Learning’s digital environment. They can check AI diagnostic results through AI reports and, using this data, prepare lessons or create questions that match each student’s level. In particular, the "Integrated Learning Window" digital teaching tool provides a blended learning environment that combines online and offline learning, enabling more active interaction with large groups of students.
In addition, teachers and students can create and share digital materials or collaborate on them, and the platform supports group activities and presentations. Class operation and student management are handled through a Learning Management System (LMS).
The Hi-Learning platform also makes it easy to access a wide range of content and external services from the educational technology (edtech) industry.
