According to the legal community on the 3rd, the Seoul Western District Prosecutors' Office, led by Senior Prosecutor Kim Jin-hyuk, indicted Jeon that day on charges of incitement to trespass into a special building, incitement to obstruct the performance of official duties by force, violation of the Assembly and Demonstration Act, and obstruction of general traffic.
Prosecutors stated that on January 19 last year, Jeon addressed church members and participants in a rally at Gwanghwamun, invoking the so-called "people's right to resistance" and calling for the elimination of so-called anti-state forces. After this speech, he allegedly incited a large number of people to storm the Seoul Western District Court and to assault police officers who tried to block them.
He is also accused of, on the previous day, January 18, leading rally participants beyond the pre-approved protest area during a Gwanghwamun demonstration and directing them to move toward the Seoul Western District Court. In the process, they allegedly occupied an eight-lane road near the court, obstructing traffic.
Prosecutors explained that, after reviewing witness statements, the march route, and the content of Jeon's remarks, they concluded that a custodial investigation was necessary.
