According to the Seoul Central District Prosecutors' Office, the additional harm took the form of defendants making threatening contacts and intimidating victims, their families, and defense attorneys about filing complaints even after the cases went to trial. It also included so-called "staking out" the area around the victims' residences by loitering nearby.
In response, prosecutors carried out preemptive sentencing investigations for the 15 cases in which additional harm was confirmed, so that the findings could be used as materials for sentencing in court. For five cases where the damage was particularly serious, they actively collected evidence documenting the stalking harm and, based on that, requested (or extended) provisional protective measures at the trial stage.
Seoul Central District Prosecutors' Office Criminal Division 1, headed by Deputy Chief Prosecutor Kim Ji-yong, formed the Stalking Trial Case Inspection Task Force in November last year and led these investigations and measures.
A prosecution official stated, "We will continue to actively monitor cases such as stalking, where there is concern about ongoing harm, in order to block the possibility of reoffending at its source, while doing our utmost to fully protect stalking victims."
