Trump: "Later This Week, We Will Announce a Framework to Reduce Medical Costs"

According to USA Today on the 13th (local time), President Donald Trump said in a speech at the Detroit Economic Club, "Later this week, I will announce a framework to ease the burden of medical expenses that will lower health care costs for millions of people, cut drug prices, provide price transparency, and demand honesty and accountability from insurers across the United States and nationwide insurance companies."
This is being interpreted as an attempt to establish a new system to fill the gap left by the expiration late last year of subsidies under the Patient Protection and Affordable Care Act (ACA, Obamacare). With the end of Obamacare subsidies, premiums for about 22 million people have more than doubled, prompting a strong backlash from voters ahead of the midterm elections.
Amid these problems, on the 8th, the United States House of Representatives, where the Republican Party (GOP) holds the majority, passed a bill to extend Obamacare subsidies by a vote of 230 in favor and 196 against. The core of the bill was to extend for three years the tax credit on health insurance premiums that expired on December 31 last year.
The bill has been sent to the United States Senate, but its passage remains uncertain. A similar bill failed last month after it did not secure the 60 votes needed to overcome a filibuster.
