Control Tower for 1.35 Million Households in the Seoul Metropolitan Area: 'Housing Supply Promotion Headquarters' Launched... Government, Agencies, and Private Sector Form a Unified Team

The launch ceremony, held at the Sejong Government Complex, will be attended by Kim Yun-duk, Minister of Land, Infrastructure and Transport, as well as the heads of Korea Land & Housing Corporation (LH), Seoul Housing & Urban Development Corporation (SH Corporation), Gyeonggi Housing and Urban Corporation (GH), and Incheon Metropolitan City Development Corporation (iH).
The headquarters is a director-level organization dedicated to housing supply, consolidating functions previously dispersed within the ministry. It centers on the Public Housing Promotion Division, Ministry of Land, Infrastructure and Transport, which had operated as a temporary bureau-level body for 21 years. The new headquarters brings together public housing site development, private redevelopment projects (Director General for Housing Policy), and urban regeneration of aging planned cities (Urban Regeneration Planning Task Force) under one roof.
The headquarters will operate with six divisions under the Director General for Housing Supply Policy, focusing on public sector supply (including Housing Supply Policy Division, Public Housing Site Planning Division, Management Division, Support Division, Urban Housing Policy Division, and another Support Division), and three divisions under the Director General for Housing Redevelopment Policy, overseeing and supporting private sector supply (including Housing Redevelopment Policy Division, New Town Redevelopment Planning Division, and Support Division).
With the top priority of ensuring stable housing for the public, the headquarters will serve as the control tower, overseeing every stage of the supply process—from planning and execution to management—encompassing all suppliers and supply types.
At the launch ceremony, Minister Kim Yun-duk is expected to emphasize, "Although the government has been working to expand housing supply, including 1.35 million units in the Seoul metropolitan area, the public still does not feel a sufficient improvement in housing conditions. The goal of the headquarters is to deliver the homes people want more quickly and reliably."
Kim Young-guk, head of the Housing Supply Promotion Headquarters, urged the four major public agencies during a tea meeting to "make every possible effort, mobilizing all available resources, so that the public sector can serve as the backbone of housing supply." In particular, he called on LH to "fully activate the on-site intensive management system, jointly established with the Ministry of Land, Infrastructure and Transport and LH in November, to closely oversee and manage all stages of housing supply—including permits, compensation, and groundbreaking."
